Ethernet switches are essential devices that facilitate data transmission within a Local Area Network (LAN).

With the increasing use of ethernet switches technology, the Indonesian government through Decree of the Minister (KEPMEN) No 60 Tahun 2022 from the Ministry of Communication and Digital (KOMDIGI) has established wireless power transmission testing standards to ensure that these devices are safe, efficient, and do not interfere with each other.

This regulation is intended to ensure that all Ethernet switche devices circulating in Indonesia must ensure their quality, safety, and compliance with applicable regulations through testing standards.

Before being used or marketed in Indonesia, Ethernet switch devices must meet several established technical requirements. Here are some of the standards that must be met:

Power Supply Requirements

Ethernet switches can use AC or DC power sources, but they must meet certain operational standards to function properly in a network. Regulations stipulate that:

  • For AC power supply, the device must operate at a voltage of 220V ± 10% with a frequency of 50Hz ± 6%.
  • If an external adapter is used, the device must still operate normally without being affected by the specifications of the adapter.

This provision aims to ensure the power stability and operational efficiency of Ethernet switches in various network conditions in Indonesia.

EMC (Electromagnetic Compatibility) Requirements

Ethernet switches must meet electromagnetic compatibility (EMC) standards to prevent interference with other electronic devices. Based on KEPMEN 60 of 2022, devices are categorized based on their location:

1. Devices for Residential Areas

  • Must meet Class B in the SNI ISO/IEC CISPR 32 standard for radiated emissions.
  • Interference from AC and DC power ports must comply with applicable regulations.
  • Wired network ports must comply with established electromagnetic emission limits.

2. Devices for Non-Residential Areas

  • Must comply with Class A in the SNI ISO/IEC CISPR 32 standard.
  • Conduction interference from AC and DC power ports shall comply with regulations.
  • Wired network ports must comply with applicable electromagnetic emission limits.

These regulations aim to ensure Ethernet switches do not interfere with other devices, especially in environments with many electronic devices such as offices, data centers, or internet service providers (ISPs).

Resistance to Electromagnetic Interference

So that an Ethernet switch continues to function optimally despite external interference, the device must pass a durability test according to SNI ISO/IEC CISPR 35, which includes:

  • Resistance to RF electromagnetic fields (80 MHz – 1 GHz).
  • Electromagnetic discharge (ESD) on all devices.
  • Transient electrical disturbances (fast transients and power surges) on power ports and Ethernet networks.

This durability is important to ensure the device remains stable under varying operational conditions, including in areas with high levels of interference.

Electrical Safety

To avoid risks such as fire or electric shock, Ethernet switches must meet the electrical safety standards set by KEPMEN 60 of 2022, including:

  • Follows IEC 60950-1 or IEC 62368-1 standards to ensure security in a variety of network conditions.
  • If using an external adapter, it must have protection against power overloads and power surges.
  • Must operate with SELV (Safety Extra Low Voltage), with a maximum voltage of 42.4V peak or 60V DC, to reduce the risk of electrical hazards.

Laser Safety for Optical Interfaces

If the Ethernet switch is equipped with an optical interface, such as those used in fiber optic connections, then the laser used must meet Class 1 or Class 1M standards based on IEC 60825.

  • This standard ensures that laser beams in data transmission remain safe for users and the surrounding environment.
  • Small Form-factor Pluggable (SFP) modules must be tested to ensure the security and quality of data transmission.

This provision is very important for companies and internet service providers (ISPs) that use fiber optic as their network infrastructure.

Interoperability Requirements

To ensure compatibility with national and international networks, Ethernet switches must meet the following standards:

  • The Ethernet interface must comply with the IEEE 802.3 standard, which is the global standard for Ethernet networks.
  • If it has an interface other than Ethernet, the device must be tested for compliance with applicable regulations.

This standard ensures that devices can operate properly within an existing network ecosystem without causing compatibility issues or disruptions in data communications.
