The Ministry of Communications and Digital (KOMDIGI) through the Directorate General of Digital Infrastructure (DJID) plans to implement Electromagnetic Compatibility (EMC) process with the CISPR 35 EMC test in Indonesia for DJID certification requirements.
In addition to the electromagnetic emission (EMC emission) testing that has been implemented so far, KOMDIGI will require EMC immunity testing with the CISPR 35 EMC test in Indonesia for the latest DJID certification requirements.
The plan to enforce the CISPR 35 EMC test in Indonesia for DJID certification requirements is due to the requirement of at least two local labs in Indonesia that are CISPR 35 certified.

Current EMC Testing in Indonesia

EMC (Electromagnetic Compatibility) is a test that ensures that electronic devices do not produce excess electromagnetic interference (emission) and can continue to function normally even when exposed to interference from the environment (immunity). In Indonesia, EMC testing has been more focused on emission testing, referring to CISPR 32.
Currently, DJID allows the submission of EMC test reports following CISPR 32, and if CISPR 35 is added to the certification application, DJID will still process it. However, when CISPR 35 is implemented, and the product uses the above regulations, it must meet both standards (CISPR 32 and CISPR 35).
Devices That Will be Affected by the Implementation of the CISPR 35 EMC Test in Indonesia
The plan to implement the CISPR 25 EMC test standard in Indonesia will certainly have an impact on several product categories following the established regulations that mention the standard. Here are 7 product categories that will be impacted by the implementation of the CISPR 35 EMC test:
- Ethernet Telecommunication Network – KEPMEN KOMINFO No. 60, 2022
- Wavelength Division Multiplexing – KEPMEN KOMINFO No. 6, 2023
- Passive Optical Network – KEPMEN KOMINFO No. 58, 2022
- Free Space Optic – KEPMEN KOMINFO No. 59, 2022
- Modem Coaxial Cable Home Network – PERDIRJEN SDPPI No. 3, 2021
- Integrated Services Digital Network – PERDIRJEN SDPPI No. 1, 2020
- Single Sideband Power Line Carrier Terminal – PERDIRJEN SDPPI No. 8, 2019
Accredited Laboratories for EMC Test Results CISPR 35

To obtain DJID certification in Indonesia, test reports must come from accredited laboratories:
- Overseas: Laboratories accredited and recognized by KOMDIGI
- Domestic: CISPR 35 accredited laboratories, such as Balai Besar Pengujian Perangkat Telekomunikasi (BBPPT), PT Hyundai Calibration and Certification Technologies Indonesia (HCT Indonesia), and PT Qualis Indonesia.
