Are you aware that foreign testing laboratories in Indonesia have undergone an update? The regulation was issued in the Decree of the Minister (KEPMEN) of the Ministry of Communication and Digital Affairs (KOMDIGI) No. 13 of 2025.
The latest regulation replaces the previous regulation, KEPDIRJEN SDPPI No. 109 of 2023. Specifically, this regulation concerning foreign testing laboratories in Indonesia discusses the Determination of Foreign Testing Laboratories for the Certification of Telecommunications Equipment and/or Telecommunications Devices.
The list of foreign testing laboratories in Indonesia is valid from January 1, 2025, to December 31, 2026. This means that test reports issued by laboratories listed in KEPMEN No. 13 of 2025 will be accepted by DJID for document submissions for the next 14 months.

Types of Telecommunications Equipment

The table contains a column for types of telecommunications equipment. It includes HKT and Non-HKT descriptions that refer to product specifications.
- HKT: DJID accepts test reports from laboratories for mobile phones, handheld computers, and tablets.
- Non-HKT: DJID accepts test reports from laboratories for products other than mobile phones, handheld computers, and tablets.
For laboratories that cover both types of products, test reports from those laboratories can be accepted for the certification of both types of products.
Scope of Testing
The scope of testing in the table refers to three types of test reports from laboratories accepted by DJID. The three types are: Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Electrical Safety (CB safety).
From the list, the Laser Safety Report and Specific Absorption Rate (SAR) Report are not yet available. This is because these two types of reports will only be provided to local laboratories. Therefore, devices that have an optical interface and are required to undergo laser safety testing, as well as tablets and mobile phones that are required to undergo SAR testing, need to be tested at local laboratories.
