Indonesia: KOMDIGI Socializes Implementation of New Regulation (Ministerial Decree No. 469 of 2025)

On Tuesday, December 16, 2025, the Ministry of Communication and Digital Infrastructure (KOMDIGI) held a socialization event regarding the implementation of specific new regulations. The regulation is Ministerial Decree No. 469 of 2025 concerning telecommunications tools and/or devices that must meet technical standards.

The socialization of the specific specifications of the new regulation from Ministerial Decree No. 469 of 2025 was conducted online via Zoom and live streaming on the official YouTube account of Komdigi Digital Infrastructure. This socialization was attended by importers or manufacturers of telecommunications tools and/or devices.

The new regulation, Ministerial Decree No. 469 of 2025, was previously issued on November 7, 2025. As stated in the regulation, the regulation came into effect 30 days after its enactment, which means it came into effect on December 7, 2025. Therefore, this dissemination was held to emphasize the implementation of the specific specifications of the new regulation.

Implementation of the New Regulation Socialization

The socialization of the implementation of specific new regulations began at 9:00 a.m. and was opened by the Director of Digital Infrastructure Control. The socialization, which lasted for approximately three hours, was divided into five sessions.

Each session featured speakers from the Ministry of Communication and Digital Infrastructure and the Ministry of Finance. Each ministry was represented by the relevant directorate. 

The following are the socialization sessions that were conducted:

  • Telecommunications Equipment and/or Telecommunications Device Monitoring System: By the Directorate of Digital Infrastructure Control
  • Indonesia National Single Window (SINSW) System in Post-Border Trade Telecommunications Equipment and/or Telecommunications Device Certification: By the Directorate of Business Process Efficiency – National Single Window Agency (LNSW)
  • Import Procedures and the Role of the Directorate General of Customs and Excise in Post-Border Trade: By the Directorate of Customs Technical Affairs – Directorate General of Customs and Excise (DJBC)
  • Utilization of Special Specifications in accordance with Ministerial Decree No. 469 of 2025 in the CEISA Application: By the Directorate of Customs and Excise Information – DJBC
  • Post-Border Import Procedures in Facilitated Areas in the Context of Implementing Ministerial Decree No. 469 of 2025: By the Directorate of Customs Facilities – DJBC

Socialization Points

The socialization of specific details of the new regulation, based on Ministerial Decree No. 469 of 2025, resulted in several points that must be implemented. These refer to the main points of the regulation, the reconciliation scheme flow, and penalties for violations.

This is what needs to be taken into full consideration by manufacturers, importers, or distributors who wish to market telecommunications equipment products in Indonesia. By understanding these socialization points, you will avoid detention at customs, product recalls, administrative sanctions, and even criminal sanctions.

Key provisions

The following are the key provisions contained in the new regulation of Ministerial Decree No. 469 of 2025:

  • Ministerial Decree No. 3 of 2024 concerning the Certification of Telecommunications Equipment and/or Telecommunications Devices currently has a derivative regulation, namely Ministerial Decree No. 469 of 2025 concerning the List of Telecommunications Tools and/or Telecommunications Devices that Must Meet Technical Standards.

  • The regulations are divided into two categories: telecommunications tools and/or devices, and other tools and/or devices with telecommunications features.
  • Ministerial Regulation No. 16 of 2018 contains two HS Codes that are border-related, while the latest regulations are all post-border.

Reconciliation scheme

The reconciliation scheme for telecommunications equipment certification documents is divided into six stages. The scheme is as follows:

  1. DJID certification application 
  2. Certificate issuance and submission of licensing data to SINSW 
  3. Submission of Import Customs Notification (PPI) documents to Customs and Border Protection
  4. Submission of PPI documents to the Indonesian National Single Window (SINSW) system
  5. Documents with post-border restrictions are forwarded back to Customs and Border Protection(post-border supervision, no validation (not a stopper))
  6. Post-border licensing notification data is sent to KOMDIGI. 

Penalties for violations

Since the enactment of the new regulation of Ministerial Decree No. 469 of 2025 on December 7, 2025, every business operator who does not comply with the regulations will be subject to penalties. Administrative penalties are based on Government Regulation (PP) 28 of 2025 concerning the Implementation of Risk-Based Business Licensing.

Administrative sanctions are explained in articles 500 to 504. These articles stipulate that sanctions for business operators who manufacture, assemble, or import telecommunications equipment are divided into several categories:

  • Those who do not have a certificate
  • Certificates that are not in accordance with regulations
  • Those who do not have a certificate or meet technical standards
  • Certificate documents that are not valid
  • Those who do not make payment after the certificate is issued

The sanctions imposed will vary depending on the category of violation. However, in general, business operators who do not comply with regulations will be subject to the following sanctions:

  • Written warning
  • Sealing of devices
  • Recall of all devices that have been traded or used
  • Termination of certificate services (The duration of suspension depends on the category of violation)
  • Certificate revocation
  • Administrative fines
  • Criminal sanctions

Administrative fines related to violations of telecommunications devices that do not have certificates or certificates that are not in accordance with PP 42 of 2023 and Ministerial Regulation (PM) 9 of 203.

Ultimately, all devices listed in the new regulation of Ministerial Decree No. 469 of 2025, totaling 187 HS codes, must apply for DJID certification. Devices without telecommunications features that are listed in the HS codes can directly confirm KOMDIGI as the post-border control authority.

Business operators must pay attention to this new regulation to avoid applicable sanctions. This way, telecommunications devices that want to be marketed in Indonesia will not experience obstacles at Customs and Border Protection, sealing, or recall because the devices do not yet have DJID certification.
