Malaysia Publishes New Guidelines on the Use of TV White Space Spectrum

On August 19, 2025, the Malaysian Communications and Multimedia Commission (MCMC) published new guidelines on the use of TV White Space (TVWS), which is radio spectrum in the 470 MHz to 694 MHz frequency range in the unused UHF band. 

This TVWS frequency range is primarily allocated for terrestrial television broadcasting. As it is currently unused, the MCMC has issued new guidelines on the use of TV White Space.

This is to prevent interference with existing services. The new guidelines on the use of TV White Space provide a structured regulatory framework to govern how this spectrum is used.

Previously, TVWS spectrum in Malaysia was only available based on the principles of non-interference and non-protection. TV broadcasting services remained the primary users and could not be disrupted. 

The TVWS frequency range is between 470 MHz and 606 MHz. Use outside this range may be considered depending on availability. Approved device types are fixed stations with a maximum EIRP of 16 Watts and customer devices (fixed/mobile) with a maximum EIRP of 4 Watts.

The new guidelines on TV White Space usage are currently only intended for terrestrial applications. Spectrum usage on aerial platforms is still prohibited.

Licensing and Assignment Requirements

The new guidelines on TV White Space usage permit licensing only for entities registered in Malaysia or authorized public authorities. Applications for TVWS spectrum are submitted through the Assignment of Apparatus (AA) model. 

Applications must correspond to one of two service types, Fixed or Mobile, and must use the appropriate AA application form. To obtain an application, applicants must have a valid license in accordance with the Communications and Multimedia Act.

This process also involves technical evaluation by MCMC. In addition, applicants need to ensure compliance with border coordination protocols (e.g., with Singapore, Indonesia, Thailand).

Equipment Certification Rules

New guidelines on the use of TV White Space (TVWS) require certification in accordance with the Communications and Multimedia Regulations (Technical Standards) of 2000. 

Standard and Industrial Research Institute of Malaysia (SIRIM) certification can be obtained through two channels, namely Type Approval for commercial use or Special Approval for experimental or personal use.

All SIRIM certifications must comply with technical codes registered and published by recognized certification bodies. It should be noted that certification does not grant permission for use; a valid AA license is still required to operate the equipment.

Documentation and Submission  

AA applications must include:  

  • Completed AA form 
  • Payment 
  • Company registration documents and relevant licenses  
  • Technical specifications of equipment and network topology  
  • Map of operational area and coverage  
  • Copy of Certificate of Conformity from SIRIM or proof of special approval application
