On September 3, 2025, the Malaysian Communications and Multimedia Commission (MCMC) issued a circular letter numbered SQASI/CMCS/1/25/0004 containing guidelines for International Mobile Telecommunications (IMT) communication equipment certification operating on frequency bands 31 (450 MHz), band 39 (1900 MHz), and band 79 (4700 MHz).
The circular letter on IMT communication equipment certification was published by MCMC on its official website. This marks a focused effort to regulate spectrum access for private networks and railway communication services.
The points of the circular letter on IMT communication equipment certification in Malaysia include information on the three types of IMT frequency bands, regulatory considerations, and regulatory requirements.

Frequency Bands for IMT Communication Equipment Certification

The following International Mobile Telecommunications (IMT) frequency bands have been approved for certification:
- IMT Band 31 (LTE B31): 452.5–457.5 MHz and 462.5–467.5 MHz
- IMT Band 39 (LTE B39): 1900–1915 MHz
- IMT Band 79 (5G N79): 4700–4800 MHz
The N79 and B31 bands are exclusively allocated to Assigned Apparatus (AA) license holders designated to operate private network services.
On the other hand, the B39 band is provided for wireless telecommunications in railway radio communications. This includes high-speed data applications and critical applications such as voice, video, and group communications.
Regulatory Considerations
IMT communication equipment certification is required for import permits and labeling requirements in accordance with existing MCMC procedures. This is to ensure a consistent framework for all equipment seeking approval under Malaysian communications regulations.
Certification and Compliance Requirements

Any band wishing to certify IMT communication equipment must comply with the technical regulations and standards published by MCMC. The following are the requirements and compliance:
- Band 31 (LTE B31): Must meet the requirements listed in SRSP MS 450 and MCMC Technical Code MTSFB TC T015:2022.
- Band 39 (LTE B39): Certification requires compliance with SRSP MS 1900 and MCMC Technical Code MTSFB TC T015:2022.
- Band 79 (5G N79): Must fully comply with SRSP MS 4700 and Technical Code MCMC MTSFB TC T016:2021.
In addition, applications for Band 39 must include a statement confirming that the equipment will be used exclusively for railway radio communications.
That is the latest announcement from Malaysia regarding IMT communication equipment certification. This policy will have an impact on technical standards, spectrum management, technical approvals, market access, imports, customs, trade, and market surveillance.
