Malaysia: MTSFB Three Technical Codes Opens for Public Consultation

Malaysia MTSFB Three Technical Codes Opens for Public Consultation

The Malaysian Technical Standards Forum Bhd (MTSFB) has released a draft related to three technical codes covering Free Space Optical Specifications, Amateur Radio Equipment Specifications, and Satellite Earth Station Terminal Specifications. This is an effort by the government to update the technical framework in line with international standards and the growing needs of digital infrastructure.

The MTSFB three technical codes are officially open for public consultation from October 10, 2025, to November 9, 2025. This public consultation is necessary for relevant stakeholders to provide input and support the Malaysian government’s program.

The input and support from stakeholders on the MTSFB three technical codes are expected to provide significant benefits for manufacturers and importers of communication and satellite equipment in Malaysia.

Overview of the MTSFB Three Technical Codes

1. Satellite Earth Station Terminal – Specifications

This technical code covers fixed and portable Satellite Earth Station Terminals (SEST) operating within the frequency range allocated for satellite services in Malaysia. In addition, this code also covers hub stations, gateway stations, Very Small Aperture Terminals (VSAT), and other user terminals.

Scope of parameters covered:

  • Frequency range used for uplink and downlink transmission.
  • Electromagnetic compatibility (EMC) requirements.
  • Power limits and antenna specifications.

2. Free Space Optics (FSO) – Specifications

This technical code covers all Free Space Optics (FSO) communication systems that use line-of-sight optical technology to provide point-to-point communication links.

This code operates at wavelengths of 850 nm (352.9412 THz) or 1550 nm (193.5484 THz). Both wavelengths will have a maximum output power of 650 mW with test references in accordance with IEC 60825-1 or ANSI Z136.2.

Detailed technical guidelines discussed in the draft:

  • Optical wavelength range.
  • Eye safety classification.
  • Output power and link distance parameters.

3. Amateur Radio Equipment – Specifications

This technical code covers the minimum technical requirements for amateur radio equipment. This code is intended for operation within the frequency range allocated to the Amateur Radio Service and the Amateur Satellite Service. This is to ensure that radio operations remain within the legal frequency range and do not interfere with public telecommunications services.

Limits on the characteristics discussed:

  • Emissions
  • Frequency allocation
  • Transmitter power

Impact of Technical Code Implementation

The MTSFB three technical codes will certainly have an impact on manufacturers, distributors, and importers. Understanding the draft technical codes will provide an opportunity to understand and adapt to the regulatory requirements that will apply. The following are the impacts of implementing the MTSFB three technical codes:

  • The type approval and SIRIM certification process for communication devices in Malaysia.
  • Testing and documentation are required before import or sale.
  • Product redesign for equipment that must comply with updated frequency or safety parameters.

How to Participate in Public Consultation?

Before its enactment, MTSFB had invited various stakeholders to review and provide input on the three draft codes. Participants can take part in the public consultation in the following ways:

  • Download the complete draft from the official MTSFB website.
  • Submit technical input before November 9, 2025.
  • Contribute directly to the process by joining the relevant working group.

The public consultation process related to the MTSFB three technical codes demonstrates the collaboration between the government and all stakeholders in the formulation of regulations. This ensures that all industry input can be considered before the regulations are implemented.
