Malaysia Published the Revised Technical Code MTSFB T0122025 for Land Mobile Radio Certification

On June 26, 2025, the Malaysian Communications and Multimedia Commission (MCMC) approved the revised technical code MCMC MTSFB T012:2025 for Land Mobile Radio (LMR) certification.

This document is the second revision of the Land Mobile Radio certification technical code. This information has been published and can be downloaded from the MCMC official website under Technical Regulation – Register of Technical Codes.

With the revision of the Land Mobile Radio certification technical code, it has become a mandatory reference for all LMR devices that wish to apply for certification in Malaysia to meet these new standards.

Important Changes to the Land Mobile Radio Certification Technical Code

Based on the Land Mobile Radio certification technical code, there are two highlights of the revision. The following are the points of revision:

  • The UHF LMR (conventional two-way) frequency range is set at 400–450 MHz.
  • The channel spacing settings have been updated for both UHF and VHF LMR devices.

These changes emphasize the importance of specification compliance so that devices do not interfere with spectrum usage in Malaysia.

LMR Equipment Certification Requirements

The certification requirements for Land Mobile Radio (LMR) in its implementation are identified in two specific situations. The following are the two situations and their requirements:

Situation 1

The test report shows that the frequency and channel spacing comply with Malaysian regulations, but the product specifications are broader than what is permitted.

Requirements:

  • The applicant must submit a configuration declaration letter stating that the device has been configured in accordance with Malaysian regulations and cannot be modified by the user.
  • All documents for certification and distribution must be consistent with this configuration.

Situation 2

The test report and product specifications show a frequency range and channel spacing that exceed Malaysian regulations.

Requirements:

  • The applicant must choose one of the following verification methods:
    1. Perform a Verification Test (VT) at SIRIM RFEMC Testing.
    2. Provide a live demonstration to show that the configuration complies with Malaysian regulations.
  • All documents submitted must be consistent with the results of this configuration.

Interoperability Requirements

In addition to technical aspects, Land Mobile Radio certification also requires interoperability requirements, which state that if the applicant is a service provider, testing can be carried out using their own network infrastructure. Furthermore, if the applicant is only an importer, the technical testing must be coordinated with MCMC officials. 

For LMR devices that support cellular connectivity, interoperability testing must be conducted separately for LMR and cellular networks, given that they use different infrastructures.

Transition Period for Changes to LRM Certification

The MCMC understands that changes cannot happen overnight. Therefore, to allow time for adaptation, a grace period of six months has been established, from June 26, 2025, to December 26, 2025. 

After that, full implementation will begin on December 27, 2025. What needs to be understood during the transition period for new applications is that devices that still follow the old version can still obtain a Certificate of Conformity (CoC), but its validity period is a maximum of 1 year.

Meanwhile, certificate renewal applications that are extended with the old technical code will also have a validity period limited to 1 year. However, MCMC encourages all applicants to immediately adapt to the latest version so that the certification process runs more smoothly.

After the transition period begins on December 27, 2025, all new applications must fully comply with the revised MCMC MTSFB TC T012:2025. Old certificates or Certificates of Conformity (CoC) will remain valid until their expiration date. To apply for an extension, the submitted device must already comply with the provisions in the 2025 revised technical code.

With the enactment of MTSFB T012:2025 for Land Mobile Radio certification, all manufacturers, importers, and service providers need to immediately adjust their devices.

The six-month transition period should be used wisely to prepare compliant products before this regulation is implemented on December 27, 2025.
