On October 6, 2025, the Ministry of Science and Technology (MoST) released Vietnam Electromagnetic Compatibility (EMC) standards for 2G, 3G, 4G, and 5G. The new standard is QCVN 86:2025/BKHCN, which will be equivalent to EN 310 489-52 v1.3.1 (2024-11).
These latest Vietnam EMC standards were published to strengthen electromagnetic compatibility testing for telecommunications devices such as 2G, 3G, 4G, and 5G. This is to ensure that they do not cause frequency interference and remain safe for use on the national network.

Scope and Technical Coverage

QCVN 86:2025/BKHCN is designed to regulate the electromagnetic compatibility of devices that use various cellular technologies. Some important aspects of this Vietnam EMC standard include:

Mandatory EMC testing

In addition, QCVN 86:2025/BKHCN refers to the international standards CISPR 32 and ETSI EN 301 489. This means that the test results are globally recognized, making it easier for manufacturers targeting the ASEAN market.
Public Consultation Process by MoST

Currently, Vietnam’s Ministry of Science and Technology (MoST) is conducting a public consultation. The aim is to allow industry players, associations, and testing agencies to provide technical input on the draft Vietnam EMC standard QCVN 86:2025/BKHCN.
Public involvement will ensure that the regulations to be implemented are practically acceptable to all parties, from local manufacturers to importers and testing laboratories. The public consultation will also enable international companies to understand Vietnam’s EMC testing requirements in advance, before the official standards are implemented.

Vietnam EMC Standards Implementation Plan
Between January 1, 2026, and December 31, 2026
Devices using 2G, 3G, and/or 4G technology may use QCVN 86:2019/BTTTT or QCVN 86:2025/BKHCN for the SDoC process. During this period, devices using 5G NR and/or LTE NB-IoT technology may use QCVN 18:2022/BTTTT or QCVN 86:2025/BKHCN for the SDoC process.
January 1, 2027
All devices listed above are required to implement QCVN 86:2025/BKHCN for the SDoC process. Local laboratories are currently preparing to apply for MoST accreditation for this new standard and will be ready before January 1, 2026.
Steps to be Taken by Industry
With the Vietnam EMC standard currently undergoing public consultation, Industry strakeholders can review the list of products that use 2G, 3G, 4G, and 5G technology.
Industry strakeholders can prepare documents before January 1, 2026, so that they can comply with the latest requirements that have been set. Additionally, industry players can update technical documents in accordance with the CISPR 32 and ETSI EN 301 489 standards.
