Importing goods into Indonesia cannot be done carelessly because there is a monitoring system for telecommunications equipment imports that will monitor them. This system will ensure that imported goods meet the standards for entry into Indonesia.
The relevant regulations are stated in PERMEN KOMINFO np 3 of 2024, which stipulates that all telecommunications devices must meet the required technical standards. Therefore, the Ministry of Communication and Digital Affairs (KOMDIGI) has introduced the SiANTI (Telecommunications Equipment and/or Device Monitoring Information System) application to ensure effective monitoring.
SiANTI serves as the main platform for a monitoring system for telecommunications equipment imports to clarify and monitor data. Understanding this system is crucial for manufacturers and companies that want to sell telecommunications devices in the Indonesian market.

The Function of SiANTI as a Monitoring System for Telecommunications Equipment Imports

Supervision of telecommunications equipment is carried out through two processes implemented by DJID and the Directorate General of Customs and Excise of the Ministry of Finance. DJID supervision monitors equipment outside the customs area, while Customs and Excise monitors equipment within the customs area.
SiANTI, as a monitoring system for telecommunications equipment imports managed by the Directorate General of Digital Infrastructure (DJID), has the main function of post-border supervision. This system is connected to CEISA 4.0, owned by Customs and Excise and LNSW (National Single Window Agency), so that any discrepancies will be immediately detected and will affect the company’s compliance score.
Thus, telecommunications equipment entering Indonesia is guaranteed to have an official certificate from DJID and comply with the technical data listed in the PIB (Goods Import Notification) document. It has even been analyzed to ensure it does not fall under the category exempt from certification.
Supervision is carried out through SiANTI
There are three stages that SiANTI must carry out to perform the supervision process, namely notification, clarification, and verification.
- 1. Notification: Importers will be notified via email registered in the SiANTI application to upload supporting data such as certificates, invoices, technical specifications, and other supporting documents.
- 2. Clarification and verification: Data on imported telecommunications equipment and devices will be checked to determine whether they are certified or not.
Business operators will be declared in violation if any of the following elements are found:
- Ignoring notifications from DJID
- Failure to upload supporting data and documents
- Importer is absent/address cannot be found
- Does not have a DJID certification
- Does not have a test certificate
If a violation is found, the business operator will be subject to administrative sanctions, which will affect their track record data in ISRM, and a recommendation to block the importation channel.
Penalties for Violating the Import System in Indonesia

Businesses found to be importing uncertified telecommunications equipment will be subject to a written warning. This refers to PP 28 of 2025, article 500, paragraph 1, which explains that any business found to be manufacturing, assembling, or importing telecommunications equipment without a certificate will be subject to administrative sanctions.
