What the Vietnamese Government is Doing to Support the Digital Technology Industry Law

The digital technology industry law is in line with Resolutions No. 57-NQ/TW and No. 68-NQ/TW, which support national ambitions for digital transformation, support domestic innovation, enhance competitiveness, and promote global integration.

Simplifying administrative processes
Provincial governments in Vietnam are simplifying administrative processes in the establishment of digital industrial zones. A “green lane” customs regime was also introduced to speed up the import and export of technology.

Vietnam’s strategy to attract large-scale digital investment is as follows:
- Projects with large capital, corporate income tax will be reduced
- The state funds grants through the Development Investment Fund
- Preferential tax treatment for research and development initiatives for AI, big data, and blockchain technologies.
Supporting the growth of the digital ecosystem and SMEs

To achieve its target of hosting 150,000 digital technology companies by 2035, Vietnam provides extensive support for small and medium-sized enterprises. Here’s how it’s doing its part to grow the digital ecosystem and SMEs:
- Financial assistance for digital deployment
- Co-investment in infrastructure
- Preferential access to government procurement contracts
- Digital workforce training and upskilling programs

Vietnam prioritizes investment in resources such as data centers and 5G networks. The government is also encouraging private companies to participate in infrastructure development.

Researching and developing technology
The Vietnamese government places a high premium on research and development efforts, including a full corporate income tax exemption on building advanced research facilities.
The government also prioritizes Vietnamese-made digital products and services in public procurement, strengthening domestic innovation and supporting companies pursuing international growth.
