The Ministry of Science and Technology (MoST) has published a new circular on compliance requirements for Information and Communication Technology (ICT) products in Vietnam.
Effective July 1, 2025, Circular No. 02/2024/TT-BTTTT previously issued will be replaced by this new circular, which regulates compliance requirements for information and communications technology (ICT) products in Vietnam.
The content of the new circular on compliance requirements for ICT products in Vietnam pertains to significant regulatory changes within the framework of Type Approval (TAC) and Declarations of Conformity (SDoC).

- Mandatory extreme condition testing: Testing under extreme conditions will be required for most products starting July 1, 2025.
- Compliance with 6GHz band deactivation for WiFi devices: WiFi 6E and WiFi 7 must comply with QCVN 47 and QCVN 96; deactivate the 6 GHz band (6425–7125 MHz) where the band is not allocated; listed in Annex II, Section 4.9 (SDoC required).
- Draft Group 2 Exemption: Radio receiver-only devices are now explicitly exempted from the Group 2 List.
- Addition of Devices to TAC/SDoC: Simbox devices have been added to the TAC/SDoC list in Annex I.
- Lithium Battery Requirements: Devices must fully comply with QCVN 101:2020/BTTTT effective January 1, 2026. Three domestic laboratories are now approved for testing.
- Specific import exemption policy: Explained following Government Regulation No. 132/2008/ND-CP and its amendments.
- Frequency requirement compliance determination: Products must also meet the frequency and technical requirements specified in Circular 08/2021/TT-BTTTT.
This new circular is currently undergoing public consultation. Once approved, Circular Letter 02/2024/TT-BTTTT will be revoked.
