On December 31, 2025, Saudi Arabia, through the Communications, Space and Technology Commission (CST), opened public consultation for NFP (National Frequency Plan). This public consultation is an effort by the government to invite all relevant parties to participate in the development of this plan.
The public consultation for NFP outlines the allocation of radio spectrum for radio services in Saudi Arabia, along with the principles and standards that form the basis for this allocation. The update to the plan covers several important aspects.
The principles in the public consultation for NFP are spectrum allocation, mechanisms for accessing frequency bands, related regulations, and international requirements.
Key Updates to the NFP

Public consultation for NFP was held due to several updates. This certainly requires input and feedback from all relevant parties.
The updates themselves include amendments to the provisions and objectives of the document, the allocation of radio services across the frequency band, and the structure of the national frequency allocation table.
Additionally, there is a mechanism for accessing the frequency band in accordance with national needs and increasing demand for spectrum access. The revision of the national allocation also seeks to align with the International Telecommunication Union Radio Regulations agreement.
The Goals of New NFP

The public consultation for the NFP was held to achieve the common goal of optimizing frequency usage in Saudi Arabia. The following are the objectives that the CST aims to achieve:
- Ensuring optimal spectrum usage
- Meeting the needs of various national sectors
- Supporting increased spectrum demand
- Keeping pace with wireless technology developments
- Aligning with relevant international developments, including the outcomes of the World Radiocommunication Conference 2023 (WRC-23)
- Supporting new and emerging wireless technologies
- Encouraging investment and innovation in wireless technology across various sectors
National Frequency Allocation Table (NFAT)
CST provides National Frequency Allocation Details (NFAT) in the Public Consultation document on: The Kingdom of Saudi Arabia’s National Frequency Plan. Appendix 2 (pages 23 to 141) provides detailed explanations in tables ranging from 0 – 8.3 kHz to 275 – 3,000 GHz.

When Will the Public Consultation for NFP be Held?
To achieve the planned objectives, a public consultation for the NFP is certainly necessary. The CST has opened a fairly long period for responding to the NFP document.
Since its publication on December 31, 2025, interested parties are expected to provide their detailed input to the CST by February 8, 2026.
For 40 days, interested parties can submit their responses to the document. Sharing details related to analytical and comparative studies can also be submitted to support and achieve the expected NFP objectives.
