On January 26, 2026, Indonesia, through the Ministry of Communication and Digital (KOMDIGI), issued Ministerial Decree (KEPMEN) No. 43 of 2026. This decree relates to the revision of the designation of foreign testing laboratories.
Previously, Indonesia issued KOMDIGI Ministerial Decree No. 13 of 2025 concerning the designation of foreign testing laboratories. This latest decree revises several laboratories listed in the previous decree.

Revision of the Designation of Foreign Testing Laboratories
Ministerial Decree No. 13 of 2025 states that any changes to existing laboratories must be notified to the ministry. Therefore, the revision to the designation of foreign testing laboratories led to the issuance of Ministerial Decree No. 43 of 2026.
This was due to reports of changes in address and organizational structure submitted by BTL Inc. (Dongguan), UL Verification Services (Guangzhou) Co., Ltd., Shenzhen BALUN Technology Co., Ltd., and Bureau Veritas CPS Korea Tech Limited.
The laboratory changes from the previous decree refer to numbers 6, 13, 71, and 98. These changes were also evaluated by the Director General of Digital Infrastructure (DJID) before the latest decree was issued.

The Meaning of HKT and Non-HKT

The revised table of designations of foreign testing laboratories above contains a column for types of telecommunications equipment, which includes descriptions of HKT and Non-HKT. These descriptions refer to product specifications.
- HKT: The DJID accepts test reports from laboratories for mobile phones, handheld computers, and tablets.
- Non-HKT: The DJID accepts test reports from laboratories for products other than mobile phones, handheld computers, and tablets.
Laboratories that cover both types of products will have their test reports approved for certification of both types of products.
Local Testing for SAR
The testing scope in the revised table of the designation of foreign testing laboratories above only includes three tests accepted by the DJID. These three tests are Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Electrical Safety.
Why isn’t Specific Absorption Rate (SAR) included in the testing scope? This is because SAR testing is still mandatory for local testing, meaning it must be conducted in a laboratory in Indonesia.
SAR testing is intended for devices with optical interfaces and is required to undergo laser safety testing, as well as tablets and mobile phones.
How Long Will the Regulation Be in Effect?
Ministerial Decree No. 43 of 2026 does not provide any information on changes to the implementation of this collaboration with foreign laboratories. This means that the revised designation of foreign testing laboratories can be valid until December 31, 2026, in accordance with the previous decree.
This means that test reports issued by laboratories listed in Ministerial Decree No. 13 of 2025 and Ministerial Decree No. 43 of 2026 will be accepted by DJID for submission as documents over the next 10 months.
