Indonesia: Public Consultation and Socialization on Technical Standards for 5G BWA Devices 

Indonesia’s Ministry of Communication and Digital Affairs (KOMDIGI) has launched a public consultation and outreach campaign regarding the Technical Standards for 5G BWA Devices for certification by the Directorate General of Digital Infrastructure (DJID).

The outreach campaign for the draft Technical Standards for 5G BWA Devices focuses on the 3.3 GHz frequency band. In this regard, the government invites the public to participate.

Information regarding the public consultation and outreach on the Technical Standards for 5G BWA Devices was announced on the DJID’s official website on July 31, 2026.

Technical Standards for 5G BWA Devices in the 3.3 GHz Frequency Band

The Draft Ministerial Decree on Technical Standards for 5G BWA Devices in the 3.3 GHz Frequency Band was drafted to accelerate digital transformation and ensure the quality of a national telecommunications ecosystem that is free from interference.

There are several key points in this draft, including safety and Electromagnetic Compatibility (EMC) standards, technical standards for subscriber stations and base stations, filter usage requirements, and antenna operational requirements. 

Safety and EMC Standards

Both devices—the SS and the BS—must comply with safety and Electromagnetic Compatibility (EMC) standards. Electrical safety standards refer to SNI IEC 62368-1 and/or SNI IEC 60950-1.

For EMC emission parameter standards, refer to the SNI CISPR 32 standard and/or the ETSI EN 301 489 series. Furthermore, there will be a separate Ministerial Decree regulating EMC immunity requirements and non-ionizing radiation limits.

Technical Standards for Subscriber Stations 

5G BWA Subscriber Station (SS) devices are required to operate within the following frequency ranges and modes:

The device must also operate within a maximum channel bandwidth of 10 MHz and a maximum output power of 23 dBm, with a tolerance of +3/-4 dB. The SS device’s power supply must use a wired connection; the use of batteries is not permitted.

Technical Standards for Base Station 

The 5G BWA Base Station (BS) equipment covered in this draft is Type 1-C for Micro Cell scenarios. For operation, the frequency range, mode, and maximum bandwidth are the same as those for SS equipment. 

The difference lies in the maximum output power. The BS device has a limit of 5 watts on each port, supported by a 4T4R transmitter configuration.

Filter Usage Requirement

The draft Ministerial Decree on Technical Standards for 5G BWA Equipment in the 3.3 GHz Frequency Band mandates the use of filters. This is intended to protect the surrounding spectrum.

Moving forward, applicants for base station device certification must submit test reports that include testing using either integrated or external filters. Testing methods for unwanted emissions and spurious emissions are specified in detail to ensure that no signal leakage occurs that could cause interference.

Antenna Operational Requirements

5G BWA base station equipment equipped with antennas must meet the technical standards for IMT-based base station antennas. Antennas are limited to a maximum gain of 18 dBi.

Public Consultation Timeline

KOMDIGI’s draft Technical Standards for 5G BWA Devices in the 3.3 GHz Frequency Band are expected to receive input from telecommunications operators, device manufacturers, academics, and the general public.
