Brazil ANATEL Launches CERTIFICA Platform for Telecom Type Approvals

Brazil's telecommunications agency, ANATEL, is launching CERTIFICA to replace the SCH platform for product certification and homologation. Effective September 8, 2026, the new integrated system makes SEI-ANATEL registration and an Electronic Power of Attorney mandatory for local representatives. Manufacturers and importers must complete these regulatory requirements to avoid severe delays in approval processes.

On September 8, 2026, the Brazilian National Telecommunications Agency (ANATEL) officially launched CERTIFICA. This is a new platform for handling the certification and homologation of telecommunications products. 

CERTIFICA was implemented to replace the previous Certification and Homologation Management System (SCH). Manufacturers, importers, distributors, and certification bodies operating in Brazil need to understand the system and take steps to avoid delays in both ongoing and future approval processes. 

In this article, we’ll explain the changes that have taken place with the launch of CERTIFICA. That way, you can take steps to ensure your certification process continues to run smoothly.

Changes to the New CERTIFICA Platform

CERTIFICA is now the primary channel used by Organismos de Certificação Designados (OCDs)—the designated certification bodies in Brazil. This platform is used to submit documents related to new homologations, certificate renewals, and revisions. 

All procedures related to product conformity assessment and validity periods are now handled through the CERTFICA platform. You can access it at apps.anatel.gov.br.

CERTIFICA is closely linked to another key government platform, the Electronic Information System (SEI-ANATEL). With the introduction of this new system, local representatives in Brazil (CNPJ holders) are required to be officially registered on the SEI-ANATEL portal.

Registration, which was previously optional, is now a mandatory requirement. Local representatives who are not registered cannot proceed with the certification process.

Purpose of the CERTIFICA Platform

The CERTIFICA platform represents ANATEL’s effort to centralize regulatory processes within Brazil’s federal e-government infrastructure, of which SEI is a core component.

ANATEL is working to improve transparency and traceability throughout the entire homologation process by consolidating the certification, renewal, and revision workflows into a single integrated system. In addition, this approach helps reduce the administrative fragmentation that results from managing certification separately from other regulatory systems.

When Will the New Platform Take Effect?

CERTIFICA will take effect on September 8, 2026. This also means that registration through SCH will no longer be valid.

The Electronic Power of Attorney for OCD will also take effect on the same date. Any errors that occur will result in immediate consequences without any leniency.

What You Need to Do: The Electronic Power of Attorney Requirement

The most urgent step for companies relates to authorization, not merely registration. In addition to registering with SEI-ANATEL, local representatives must also provide an Electronic Power of Attorney to the OCD responsible for handling their certification process.

Without this valid Power of Attorney, OCD cannot initiate or complete the certification, renewal, or revision process on behalf of the local representative. This document will directly determine whether your application can be processed under this new system.

Therefore, it is important for you to know whether your local representative has completed this step. Failure to attach a power of attorney will delay the approval process.

Impact on Brazil Type Approval Certification

This transition to the new platform will certainly have a direct impact on the application process for Brazil type approval certification. New applications, certificate renewals, and revisions to existing certificates must now be processed through CERTIFICA using a valid SEI-ANATEL registration and a valid, registered Power of Attorney.
