As Vietnam MoST is preparing for the ICT regulatory changes will challenges applicant to submit MoST certification.

For the QCVN 135:2025/BTTTT (Cyber Security for IP Cameras) requirement that will take effect in January 2026, there is still no designated or recognized testing laboratory to conduct the required tests.

The concern with this is that there will be a testing bottleneck, which risks causing import delays. So if you are planning to import IP Cameras to Vietnam, it is better to do so before the new regulations take effect.

As for the QCVN 134:2024/BTTTT (SAR for mobile devices) requirement, it will be an expensive test and take up to 30 days per test. To prepare for this, you can start SAR testing early through an MRA-recognized international laboratory.
