Intelligent Transportation System (ITS) uses communication technologies that operate within a specific frequency spectrum. This technology must meet the main requirements through a standard testing process to ensure its quality, security, and compliance with applicable regulations.
This standard Intelligent Transportation System testing process is stated in the Ministerial Decree of the Ministry of Communication and Digital No. 260 of 2024, which regulates various technical aspects, ranging from radio frequency and transmit power to testing methods.
This regulation is intended to ensure that all Intelligent Transportation Systems circulating in Indonesia must ensure their quality, safety, and compliance with applicable regulations through testing standards.

Key Requirements for Intelligent Transportation System Testing Standards

Radio frequency bands
ITS devices must operate within specific frequency bands according to their functions. The following is a list of regulated frequency bands:
- 5725-5850 MHz
 - 5850-5925 MHz
 - 5855-5925 MHz
 - 24-24.25 GHz
 - 76-77 GHz

Transmission Power (EIRP)
The transmission power of the device must be within the permitted limits to prevent interference.
| Radio Frequency Band | Transmission Power |
| 5725-5850 MHz | ≤33 dBm EIRP |
| ≤-21 dBm EIRP on boresight for Set A and ≤-14 dBm EIRP on boresight for Set B | |
| 5850-5925 MHz | ≤33 dBm EIRP |
| 5855-5925 MHz | ≤ 33 dBm EIRP |
| 24-24,25 GHz | ≤20 dBm EIRP |
| 76-77 GHz | ≤55 dBm EIRP |
Spurious emissions
Unwanted emissions emitted by the device must be below certain thresholds to avoid interference with other systems.
Bandwidth
The maximum bandwidth allowed for each frequency band is:
- 5725-5850 MHz: ≤10 MHz
 - 5855-5925 MHz: ≤40 MHz

Intelligent Transportation System Testing Methods

ITS testing is conducted using international standards to ensure that devices meet technical requirements. The following testing methods are used:
- EN 300 674-2-1 and EN 300 674-2-2: Used for testing devices in the 5725-5850 MHz frequency band. Focuses on measuring transmit power and spurious emissions.
 - EN 302 571: Used for devices in the 5850-5925 MHz band. Ensures bandwidth and transmit power comply with regulations.
 - EN 302 858: Standard for testing devices in the 24-24.25 GHz band.
 - EN 301 091-1 and EN 303 396: Used for devices in the 76-77 GHz band. Focuses on testing high transmit power and interference.
 - FCC Part 95.3379 and ANSI C63.26/ANSI C63.10: Used to ensure device compatibility with regulations outside Europe, including transmission power and unwanted emission testing.
 - International Compatibility: Testing standards may also refer to 3GPP TS 36.101, TS 38.101, TS 36.521, or TS 38.521 to ensure global compatibility.

Intelligent Transportation System Certification Process in Indonesia

For Intelligent Transportation System (ITS) devices to be used legally in Indonesia, certification from DJID is required. Here are the steps to get it:
Pre-testing the device
Before official testing, the device must be pre-tested first using measuring equipment such as a spectrum analyzer.
This helps ensure devices meet technical standards before being tested in authorized laboratories.
Testing at an official laboratory
After passing the pre-testing, the device will be sent to an assigned official research facility to experience testing according to the guidelines stipulated in the Ministerial Decree of the Ministry of Communication and Digital No. 260 of 2024.
Issuance of certificates
After the device passes testing, an official certificate will be issued by DJID. This certificate is a requirement to market the device legally in Indonesia.
Tips to ensure standards compliance
- Learn the latest regulations: Make sure you understand every detail of the Ministerial Decree of the Ministry of Communication and Digital No. 260 of 2024, including technical requirements and test methods.
 - Perform pre-testing: Before official testing, perform pre-testing to ensure the device meets standards. If you don’t have a measuring instrument, use the DJID certification service which provides pre-testing services.
 - Counsel a master: If this is your to begin with time looking for certification, consider utilizing the administrations of experienced DJID certification administrations.
