Indonesia: Update on Technical Regulations for 4G LTE and 5G NR (Ministerial Decree No. 569 of 2025)

Each maximum band channel has a transmission bandwidth of <20 MHz. The test parameters are maximum output power, minimum output power, spectrum emission mask, and spurious emissions. Testing refers to standards 3GPP TS 36.521-1, ETSI TS 136 521-1, and/or ETSI EN 301 908-13.

5G NR

The following is a list of operating frequencies available for telecommunications devices with 5G NR under the customer station category:

Each maximum bandwidth channel has a transmission bandwidth of <100 MHz. The test parameters are the same as for 4G LTE. Testing refers to the 3GPP TS 38.521-3, ETSI TS 138 521-3, and/or ETSI EN 301 908-25 standards.

Technical Requirements 

The technical requirements of the regulations for 4G LTE and 5G NR include power supply, non-ionizing radiation requirements, electrical safety, electromagnetic compatibility, and radio frequency requirements. Here are some of the main points in the test:

  • Power supply: All parameter benchmarks must be met when using a power supply within an AC voltage range of 220 V ± 10% and a frequency of 50 Hz ± 2%.
  • Non-ionizing radiation: Testing is conducted by examining the head, torso, and limbs as the parts of the body most frequently exposed to electromagnetic radiation.
  • Electrical safety: SNI IEC 60950-1:2016, SNI IEC 62368-1:2014, or IEC 62368-1; and/or other relevant IEC or SNI standards.
  • EMC (Emission):  SNI CISPR 32:2025, IEC CISPR:32, or ETSI EN 301 489-1, ETSI EN 301 489-52.
  • EMC (Immunity): The Testing Method for immunity requirements is under the provisions in the SECOND Dictum of this Ministerial Decree.

When Will the Regulation Take Effect?

The regulation for4G LTE and 5G NR contained in Ministerial Decree No. 569 of 2025 was issued on December 19, 2025. The decree states that the regulation will take effect one month after the date of its issuance. 

Therefore, these regulations will take effect on January 19, 2026. The enactment of these regulations will require all telecommunications devices with 4G LTE and 5G NR features to comply with the technical regulations of Ministerial Decree No. 569 of 2025.
