RLAN Regulation in Indonesia (Ministerial Decree Number 12 of 2025)

Many modern electronic devices today are equipped with communication technologies such as Wi-Fi. In Indonesia, the use of devices operating on specific frequency bands is strictly regulated by the Ministry of Communications and Digital Affairs (KOMDIGI).

All devices that use Wi-Fi technology are regulated by Ministerial Decree No. 12 of 2025 on Radio Local Area Networks (RLAN). This is a technical standard that every manufacturer, importer, or distributor must meet as a requirement for obtaining certification from the Directorate General of Digital Infrastructure (DJID).

Ministerial Decree No. 12 of 2025 has established testing standards for wireless data transmission or RLAN to ensure that such devices are safe, efficient, and do not interfere with one another. The purpose of this regulation is to ensure quality, safety, and compliance with applicable regulations.

This article will discuss testing guidelines based on Ministerial Decree No. 12 of 2025, including examples of products we encounter in our daily lives.

Standard specifications of Ministerial Decree Number 12 of 2025

Ministerial Decree No. 12 of 2025 establishes the operational frequencies for RLAN to ensure that devices can operate without interfering with other devices.

These provisions for 2,4 GHz/5 GHz RLAN include radio frequency (RF) output power, conducted output power, spurious emissions, and out-of-band emissions.

The following are the standard specifications:

Output Power

NoOperating Frequency2,4 GHz/5 GHz RLAN for type-1 access2,4 GHz/5 GHz RLAN for type-2 access or backhaul
12400 – 2483,5 MHz≤ 27 dBm EIRP (500 mW)≤ 36 dBm EIRP
25150 – 5250 MHz≤ 23 dBm EIRP (200 mW)
35250 – 5350 MHz≤ 23 dBm EIRP (200 mW)
45725 – 5825 MHz≤ 23 dBm EIRP (200 mW)≤ 36 dBm EIRP (4 Watt)
