Indonesia Revises Certificates for 700 MHz and 2.6 GHz

Indonesia Revises Certificates for 700 MHz and 2.6 GHz

On October 22, 2026, DJID issued Circular Letter No. 03 of 2026, introducing adjustments to mobile device certificates for 700 MHz and 2.6 GHz bands.

The adjustments apply to mobile devices operating in the 700 MHz and/or 2.6 GHz frequency bands and are based on Decision No. 206 of 2026 issued by the Directorate General of Digital Infrastructure (DJID) under the Ministry of Communications and Digital Affairs.

This circular is addressed to certificate holders, manufacturers, importers, and distributors to update their existing certificates that do not yet cover these frequency bands. The circular outlines the application process for updating existing certificates, ensuring that mobile devices already circulating in Indonesia can continue to be distributed without disruption.

Use of the 700 MHz and 2.6 GHz Radio Frequency Bands

In July 2026, the Minister of Communication and Digital Affairs (KOMDIGI), Meutya Hafid, signed a decree designating the 700 MHz and 2.6 GHz radio frequency bands for mobile telecommunications. This aims to improve mobile network quality and expand coverage across Indonesia.

The 700 MHz band provides wide coverage and good building penetration. This will help eliminate dead zones at hundreds of locations across Indonesia that currently have limited mobile network coverage. Meanwhile, the 2.6 GHz band adds capacity and high speeds for 5G in urban areas.

Purpose of the Circular

The issuance of the Circular Letter of the Directorate General of Digital Infrastructure No. 03 of 2026 serves as information and guidance for manufacturers, importers, and distributors. It provides guidelines for adjusting certificates for mobile devices operating on the 700 MHz and/or 2.6 GHz radio frequency bands.

The circular is intended to ensure that mobile device certificate adjustments are carried out in accordance with DJID requirements. Therefore, manufacturers, importers, and distributors can easily submit applications for certificate adjustments for mobile devices that fall under the adjustment category.

Information and Guidelines

Circular Letter of the Directorate General of Digital Infrastructure No. 03 of 2026 contains information and guidelines covering:

  • Requirements for certificate adjustments
  • Application procedures
  • Evaluation procedures
  • Issuance of updated certificates

Certificate Adjustment Application Procedure

To apply for certificate adjustment, the owner of a mobile phone device certificate must submit a written request to the Director General, c.q. the Directorate General of Digital Infrastructure. The request letter should be sent to ditlayanan_djid@komdigi.go.id with a copy (cc) to callcenter_djid@komdigi.go.id.

The request letter must specify the existing License ID and Application ID of the mobile device. In addition, the applicant must also attach a Declaration of Conformity document in accordance with the format specified by the DJID.

After DJID converts the existing License ID and Application ID into a draft application, the certificate holder must update the relevant information. The updates must be made to the technical standards and operating frequencies in the 700 MHz and/or 2.6 GHz radio frequency bands as listed on the telecommunications device certificate.

Certificate holders must also upload radio frequency (RF) test reports and test reports or statements regarding the specific absorption rate (SAR) parameters for the 700 MHz and/or 2.6 GHz radio frequency bands.

Certificate Adjustment Evaluation

After the certificate holder submits an application in accordance with the prescribed procedures, DJID will then evaluate the certificate adjustment. Verification is conducted based on compliance with requirements, provisions, completeness, and the appropriateness of the certificate adjustment application documents.

If the application is approved, DJID will issue a Payment Notification Letter (SP2) indicating the amount the applicant must pay for the certificate to be issued. If the application is rejected, DJID will notify the applicant of the rejection along with the reasons for it.

Issuance of Updated Certificates

For approved applications, DJID will issue the updated certificate after the applicant completes the required payment. DJID will integrate the existing certificate adjustment data into the Online Single Submission (OSS) system.

Mobile phone updated certificates are issued digitally through the OSS system. Applicants can also download the certificate from the system.

Application Deadline

Applications for the adjustment of mobile device certificates operating on the 700 MHz and/or 2.6 GHz frequency bands may be submitted starting from the issuance of Ministerial Decree No. 206 of 2026 on October 22, 2026.

Applications may be submitted until April 15, 2027, in accordance with the prescribed procedures. It is expected that all certificates related to mobile devices operating on the 700 MHz and/or 2.6 GHz frequency bands currently in circulation will be adjusted in accordance with applicable regulations.

Impact on Type Approval Certification

So far, Circular Letter No. 03 of 2026 has only urged certificate holders, manufacturers, importers, and distributors whose devices are already in circulation in Indonesia to take action. Applicants seeking new certification should also review the requirements under Decision No. 206 of 2026 to ensure compliance with the applicable frequency band requirements.

Therefore, applicants for new DJID certificates for mobile devices will also be required to provide RF and SAR test reports for the 700 MHz and/or 2.6 GHz radio frequency bands. The certificates issued will indicate that the devices support those radio frequency bands.
