Philippines Type Approval Summary

The Philippines is one of the promising countries in Southeast Asia. Within the region, this country has shown constant improvement in terms of culture, economy, and technology. Particularly for technology adaptation, it cannot be separated from the number of ICT products coming into the country. To access the Philippines market, especially for ICT products, there's a compliance instrument that manufacturers must comply with. This compliance instrument is called "NTC certification".

NTC stands for “National Telecommunication Commission”, this is an institution under the Department of Information and Communications Technology (DICT) of the Philippines with the responsibility of establishing communication technology standards, performing product testing through its local laboratories, issuing compliance certificates called "NTC certificate", and monitor the certified products in the market.

Obtaining a NTC type approval certification can be challenging. While it recognizes foreign test reports based on international standards like CE or FCC. However, with extensive experience, expertise, and global relation in the certification field, Narmadi Company is well-equipped to assist you in navigating the complexities of the certification process, eliminating obstacles, and ensuring you receive the certificate by your desired target date.

Who Can Be an Applicant?

Local representative
Not required

In the Philippines, applications for type approval certification are not limited to local companies. Foreign companies are permitted to apply for certification directly.

Foreign applicants applying directly are expected to be the same entity as the manufacturer. If they are different, the foreign manufacturer, as the applicant, may select an authorized partner in Vietnam to act as its representative.

Application Method

In-country testing
No
Paperwork only
Yes

This certification does not command local testing. As a result, product approval certification can be obtained through a streamlined paperwork strategy, which includes assessing the existing Radio Frequency (RF) and Electromagnetic Compatibility (EMC) reports.

This handle permits the acknowledgment of international guidelines, such as CE, FCC, ANATEL, and others, as a portion of the certification necessities. This adaptability makes it simpler for products that have already been certified in other markets to pick up approval in the Philippines without the requirement for extra local testing.

Local Testing

Product testing is not mandatory as long as the product already has RF and EMC test report according to International standard (CE and FCC). If there is no existing report, then applicants must do RF and EMC testing based on CE or FCC standard in any accredited international testing lab.

Paperwork Only

Can be processed through the paperwork method by evaluating the existing CE, FCC, CB, and more.

Sample Requirements

This certification does not require product samples. This is because there is no requirement to conduct local testing in the Philippines.

The NTC accepts certification applications through a paperwork-based process, or document evaluation. This means that applicants must already have test reports based on CE or FCC standards.

Document Requirements

There are several requirements that must be met, including:

  1. Product specification with photo
  2. RF and EMC test report according to International standard (CE and FCC)
  3. Safety test report (optional)
  4. Letter of Authorization (LOA)
  5. Manufacturer's Declaration of Conformity (DoC)
  6. Declaration of Product Specification (draft of this letter will be provided by the agency)

Submission process

Submission
Offline

The documents will be sent directly to the NTC office. The applicant will also be asked to make a document evaluation payment so that NTC can evaluate them.

If the evaluation is successful, the applicant will be requested to pay the certificate issuance fee before the certificate is released. If the evaluation is unsuccessful, the missing documents must be completed, and then they will be re-evaluated by NTC.

Lead Time of Certification

Lead time
20-25 business days

Applying for certification in the Philippines is a lengthy process, even though it involves only a document review.

The lead time for NTC certification is 20-25 business days. This is because the process is still done manually, with no online submission option.

The NTC must physically verify the completeness of the documents submitted to its office. Given the backlog of certification applications in the Philippines, it’s understandable that the process takes quite some time.

Validity Period

Validity
Unlimited (until modified)

NTC certificates have no expiration date. Certificate holders may use them indefinitely as long as there are no modifications to the equipment’s RF specifications.

Whenever there is a modification to the equipment’s RF specifications, a new certification is required. This is because such changes may affect NTC standards and technical requirements.

Label Requirements

E-labeling
Allowed

All ICT products that have obtained NTC certification must display a label. This applies to all certification schemes submitted, whether for Radio Communication Equipment (RCE), Customer Premises Equipment (CPE), or Grant Equipment Conformity (GEC). This label consists of three components: the NTC logo, the text “Type Approved/Accepted” and “ESD,” the NTC product classification scheme, and the certificate number. The following is an example of an NTC label:

More on Labeling

The NTC permits the use of electronic labels (e-labels) as an alternative. However, this does not mean they can replace physical labels. Even if a device uses an e-label, a physical label is still required on the product or its packaging.
