Brunei Type Approval Summary
Brunei Darussalam is indeed a small telecommunications market. However, with an area of 5,765 km² and a population of 458,600, the country ranks among the fastest in terms of mobile internet connectivity in Southeast Asia and globally.
Market development in Brunei Darussalam is dominated by mobile network operators (MNOs). According to Mordor Intelligence, the market value is estimated at approximately USD 1.08 billion in 2025 and is projected to grow to USD 1.20 billion by 2030.
To market and sell telecommunications devices in Brunei Darussalam, manufacturers and importers need to understand how to ensure product compliance there. This compliance mechanism is known as “Dealer Type Approval (DTA).”
This type approval certification is the responsibility of the Authority for Infocommunications Technology Industry of Brunei Darussalam (AITI). This authority operates under the Ministry of Transport and Infocommunications (MTIC).
AITI is responsible for the development of the ICT industry, the protection of consumer interests, and the management of the national radio frequency spectrum. Additionally, regarding type approval certification, AITI is responsible for evaluating and issuing DTA compliance certificates for every telecommunications product intended for sale and marketing in Brunei Darussalam.
DTA certification is a requirement for every manufacturer and importer looking to enter the Brunei Darussalam market. Navigating this process requires a thorough understanding to avoid mistakes.
Who Can Be an Applicant?
- Local representative
- Required
Local companies established in Brunei Darussalam play a key role as applicants for DTA certification. Foreign companies cannot apply directly. They must have a local branch or appoint a local representative as the certificate applicant.
AITI only allows local companies holding a valid Telecommunications Dealer License (DTL) to apply for type approval. Therefore, ensure that your local representative has a valid DTL.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
Applications for type approval certification in Brunei are processed through paperwork or document evaluation. AITI does not require local testing. Applications can be submitted simply by attaching test reports or certificates of conformity recognized by ETSI.
Additionally, applicants must also attach a certificate of conformity from Singapore’s IMDA or Malaysia’s SIRIM QAS to apply for DTA certification. AITI requires certificates from both of these countries as a prerequisite for submitting an application.
Requirements
Equipment must meet Brunei's national safety standards and technical requirements:
- Code of Practice on Technical Specifications for Short Range Devices (SRD)
- Technical Specification for Terminal Equipment connected to the PSTN (AITI-TS-PSTN)
- Other relevant international standards recognised by the ITU
Local Testing
Brunei does not require local testing. Applicants need only prepare all the necessary documentation for each type of product submitted.
Paperwork Only
Paperwork or evaluation documents are a mandatory requirement for every certification applicant. All required documents must be complete and accurate, without exception. Even a single incorrect or incomplete document will delay your application process.
Sample Requirements
No samples are required for a DTA certification application. This is because there is no requirement to conduct local testing.
AITI only requires that photos of the equipment be uploaded along with the other required documents. However, if necessary, AITI may ask the importer to submit the product for testing or inspection.
Document Requirements
Dealer Type Approval has different requirements for each product model submitted. AITI classifies them into three categories: Level 1 (low risk, e.g., short-range devices), Level 2 (medium risk, e.g., marine radios), and Level 3 (high risk, e.g., repeater stations).
Each level has slightly different documentation requirements. The following documents must be prepared for each level submitted:
Level 1
- Technical specifications or brochure
- Photo of the equipment
Level 2 and Level 3
- Technical specifications or brochure
- Test report or certificate of conformity
- Photo of the equipment
For Levels 2 and 3, test reports and certificates must be recognized by ETSI (in English), or be a certificate of conformity from IMDA Singapore or SIRIM QAS Malaysia.
More on Documents
Before applying for Type Approval, local companies must hold a Telecommunications Dealer License. To obtain this license, several documents are required. The requirements are as follows:
Sole proprietor or partnership:
- Copy of the Smart Identity Card and passport of the proprietor or partners
- Copies of the Section 16 and 17 forms issued under the Business Names Act
Public or private limited company:
- Copies of the Smart Identity Card and/or passport of the directors
- Certificate of Incorporation
- Form X and Memorandum and Articles of Association
- Notice of Location of Registered Office (all issued under the Companies Act)
Submission process
- Submission
- Online
Applications for type approval certification in Brunei are submitted through the AITI Online Service (online.aiti.gov.bn). Applications are submitted using a company account registered with the Dealer License Holder (DTL).
AITI will evaluate the application based on national technical standards. If the application meets the technical standards, it will be accepted, and the applicant will be asked to make a payment. After that, the applicant can download and print the Equipment Registration document from the same portal.
Lead Time of Certification
- Lead time
- 2 weeks
Submitting a DTA certification application requires a two-week lead time. This period begins when the application documents are submitted through the online portal.
Validity Period
- Validity
- 1–5 years, not renewable
Dealer Type Approval (DTA) certificate has a validity period that can be adjusted based on the expected sales period for telecommunications products in Brunei. The validity period can be selected from one to five years from the date of issuance of the certificate.
It should be noted that this type of approval cannot be renewed. If the validity period expires and the device is still to be marketed in Brunei, a new application must be submitted. The process and required documents are the same as for the initial application.
Label Requirements
- Product label
- Not required
- Approval mark
- Not required
- Label registration
- Not required
Labeling of DTA-certified products is voluntary. AITI imposes no obligation regarding labeling. However, if importers wish to affix labels, they may use the labels provided by AITI.
The label displays the AITI logo and the Type Approval number (TA No.). The label must measure 20 mm × 10 mm and be affixed inside the battery compartment, on the exterior of the device, or on the packaging box.
