Mexico Type Approval Summary
The Mexican telecommunications market is the leading market in Latin America. This is due to the implementation of certain technologies such as fiber-to-the-home (FTTH), the adoption of 5G, and the prepaid market. Mexico is one of the markets facing global competitiveness challenges due to its large and growing domestic market dominance.
To access the Mexican market, especially for Information and Communication Technology (ICT) products, companies must comply with a type of compliance instrument called “CRT certification.” CRT stands for the Telecommunications Regulatory Commission. CRT is a new entity that replaces the role of the Federal Telecommunications Institute (IFT).
CRT is under the National Antimonopoly Commission (CNA) and the Digital Transformation and Telecommunications Agency (ATDT). Its role, replacing IFT, officially took effect on July 17, 2025. CRT not only focuses on product certification but also aims to strengthen and modernize regulatory aspects by issuing more relevant, up-to-date, and practical regulations in the telecommunications sector.
Obtaining CRT type approval certification can be challenging. Narmadi Company is ready to help you navigate the complexities of the certification process, remove obstacles, and ensure you receive your certificate by your desired target date. This is possible thanks to our extensive experience, expertise, and global connections in the field of certification.
Who Can Be an Applicant?
- Local representative
- Required
Only local companies may apply for Mexican type approval; these may be local manufacturers or importers. Foreign companies wishing to apply must assign a company registered as a local representative.
Application Method
- In-country testing
- Yes
- Paperwork only
- No
Mexico CRT certification requires local testing. This means that every telecom and wireless product to be marketed and used in this country must be tested in a local Mexican laboratory.
In conducting local testing, test samples are required. In this case, CRT requires two samples. One sample is used for RF testing, and the other sample is used for safety testing. However, if the product features are more complex, additional samples are usually required.
Local Testing
For CRT Mexico certification, RF testing is mandatory. The standard used is Norma Oficial Mexicana (NOM).

Document Requirements
- Mexican HS Code
- User manual in Spanish / including the following legend:
- La operación de este equipo está sujeta a las siguientes dos condiciones:
- Es posible que este equipo o dispositivo no cause interferencia perjudicial.
- Este equipo o dispositivo debe aceptar cualquier interferencia. Incluyendo la que pueda causar su operación no deseada
- La operación de este equipo está sujeta a las siguientes dos condiciones:
- Local rep PoA
- Contract signed by Local Rep, Lab, and CB
- Electrical ratings (safety only)
- Internal/external Pictures
- Test Instructions for RF and DFS (telecom only)
- Antenna details (for telecom approval only). Some information that needs to be provided:
- How many antennas
- Antenna gain
- Antenna type
- Block diagram
- Labelling artwork
- Datasheet of the product
Submission process
- Submission
- Offline
Homologation registration with the CRT is currently done manually, as the electronic submission procedure has not yet taken effect. The implementation of the electronic procedure has been temporarily postponed due to the transfer of authority from the IFT to the CRT.
Lead Time of Certification
- Lead time
- NOM: 3-5 weeks. CRT: 20 business days.
The testing process for CRT is different for each standard.
- Safety NOMs (e.g. NOM-001 and NOM-019): Four to five weeks
- Telecom NOMs (e.g. NOM-208 and NOM-204): Three to four weeks
Once the testing process is complete, the process will continue with type approval certification at the CRT. The wait time for certification depends on the backlog; it generally takes up to 20 business days.
Validity Period
- Validity
- NOM: 1 year. CRT: Unlimited
Mexican NOM certificates are typically valid for one year, with the option to renew annually six to nine months after the initial certification. However, CRT certificates remain valid as long as the manufacturer maintains the validity of its NOM certificate.
Label Requirements
- Product label
- Required
ICT products that have been certified by CRT are required to affix an IFT label on the product and its packaging. This label consists of three components:

The three components of the label are the IFT seal or IFT symbol, the prefix “IFT” in capital letters, and the Homologation Certificate number. This symbol must be clearly printed so that it is easily visible to end users.
For now, labeling still refers to the previous IFT regulations. There are no specific CRT regulations governing labeling at this time.
