Cambodia Type Approval Summary
Cambodia's telecommunications market is growing rapidly, with various telecommunications companies operating there. The market size is estimated at USD 0.92 billion by 2025 and is expected to reach USD 1.03 billion by 2030, at a CAGR of 2.33% during the forecast period (2025-2030). To access the Cambodian market, especially for ICT products, manufacturers must comply with a compliance instrument called “TRC certification.”
TRC stands for “Telecommunication Regulator of Cambodia.” This organization is a public legal entity that performs its functions and duties through autonomous administration and regulation, as well as being independent of telecommunications operators and individuals related to the telecommunications sector.
Obtaining a TRC-type approval certification can be challenging. While it recognizes foreign test reports based on international standards like CE or FCC. However, with extensive experience, expertise, and global relations in the certification field, Narmadi Company is well-equipped to assist you in navigating the complexities of the certification process, eliminating obstacles, and ensuring you receive the certificate by your desired target date.
Who Can Be an Applicant?
- Local representative
- Required
Applications for type approval in Cambodia must be submitted by a registered local company. These companies may be importers or distributors.
Foreign companies wishing to market their devices in Cambodia must appoint a local representative and a local importer to import their goods into Cambodia. These local representatives must be registered and qualified on the official TRC website.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
This certification does not required local testing. As a result, product approval certification can be obtained through a streamlined paperwork strategy.
Local Testing
Local testing on the Cambodia TRC is not mandatory.
Paperwork Only
The certification process in Cambodia is paperwork-based by evaluating the existing reports issued by international labs accredited to ISO/IEC 17025. Required reports are RF report, EMC report, Safety Report or CB Cert & CB Report, Health or EMF or SAR Test Report, and Certificate of Conformity or EU Type Examination Certificate.
Sample Requirements
There are no sample requirements for applying for Cambodian type approval certification. This is because there is no requirement for local testing.
Samples are only required when the applicant does not yet have a test report from a foreign laboratory. In such cases, samples will be needed for testing in order to obtain a test report.
The number and type of samples will be determined based on the device’s features and the type of testing to be conducted.
Document Requirements
Before submitting an application, it’s important to ensure all documents are complete. Required documents include:
- Application form specified by the TRC Office
- Compliance certificate from an international certification body
- RF test report and its appendix
- EMC test report
- Safety test report
- EMF or Health test report
- Trademark certificate
- User manual
- Technical specification
- Appointment letter as a local importer, distributor, or local agent
Submission process
- Submission
- Offline
The process of applying for type approval certification in Cambodia can only be conducted through paperwork or document evaluation. All required documents must be prepared before being submitted to the TRC.
Currently, Cambodia does not offer online submission. Therefore, local representatives must submit the collected and prepared documents in person to the TRC office.
The submitted documents will be evaluated to determine whether they meet the specified requirements. If approved, the certificate will be issued immediately. If rejected, the documents must be supplemented and resubmitted.
Lead Time of Certification
- Lead time
- 15 working days
The type approval certification process in Cambodia is not exactly short. However, it’s not exactly long either, as there are countries where the process takes even longer.
From the time the documents are received at the TRC office until the certification is issued, it takes 15 days. This lead time applies as long as there are no obstacles during the evaluation process, such as incorrect or incomplete documents.
Validity Period
- Validity
- Unlimited
Importers in Cambodia may market and sell finished products throughout their entire life cycle. This is because TRC certification has no expiration date.
The certificate remains valid as long as there are no modifications to the RF equipment’s features. Modifications to RF specifications may affect the product’s compliance with Cambodian technical standards.
If this happens, a new certification is required. The certification application process and required documents are the same as for the initial application.
Label Requirements
- Product label
- Not required
- Approval mark
- Not required
- Label registration
- Not required
There are no labeling requirements for type approval certification in Cambodia. The TRC allows products to be imported and sold immediately after certification is issued.
Although it is not mandatory, this does not mean that local manufacturers or importers do not affix any markings at all. In practice, the TRC identification number is still affixed to approved equipment.
This is done to provide proof and assure the public that the product is legal and certified.
Here is an example:

The identification number consists of four components: the letters “RC,” “TA,” the year the certificate was issued, and a unique number issued by the TRC.
