Malaysia Type Approval Summary
Malaysia is one of the fastest-growing economies in Southeast Asia. With the title of world's 34th-largest economy in the world, the country is a promising market for ICT product manufacturers. To filter the ICT products that come to the Malaysian market, the government applies a compliance scheme with SIRIM as the authority.
SIRIM stands for "Standard and Industrial Research Institute of Malaysia". This is an organization under the Ministry of Trade and Industry of Malaysia that's responsible for product standards and the advancement of technology. Compliance with the SIRIM standard can be proven by obtaining a “SIRIM certificate”.
Obtaining a SIRIM certification can be challenging. While it accepts foreign test reports based on international standards like CE or FCC, there are times when SIRIM requires additional local tests, especially if the foreign reports do not meet their specific criteria. However, with extensive experience, expertise, and global connections in the certification field, Narmadi Company is prepared to assist you in navigating the complexities of the SIRIM certification process, eliminating any obstacles, and ensuring you receive the certificate by your target date.
Who Can Be an Applicant?
- Local representative
- Required
Applicants must be a local-registered company in Malaysia. It can be the importer, distributor, or manufacturer’s representative office in Malaysia. But if the manufacturer doesn’t have a local company partner yet, it can use the agency’s company name as IOR with additional cost.
Application Method
- In-country testing
- Depends on product
- Paperwork only
- Yes
Paperwork or document evaluation is the recommended method for applying for SIRIM certification. This process involves evaluating the existing RF and EMC test reports from international labs that meet CE or FCC standards. If there’s one RF, EMC, or safety parameter that still doesn’t have test reports, a local testing option is available. Local testing is also required for products that have cellular functionality.
Sample Requirements
Normally, for SRD products, a sample is not required. But if the product has cellular functionality, it’s mandatory to submit one sample unit with an IMEI number on the label. This sample will be used for a function test.
Document Requirements
There are several requirements that must be met, including:
- Completed Application Form (to be prepared by agency)
- RF and EMC Test reports according to EN or FCC standard
- User Manual and Product Datasheet
- External and Internal Product Photos
- Brand/Trademark Authorization Letter or Registration Certificate
- Letter of Authorization to agency
- Declaration of Conformity (draft to be prepared by agency)
- SIRIM IP Forms (eTAC/FOR/01-8 or 01-9) – for trademark holder authorization
Submission process
- Submission
- Online
The SIRIM certification process is conducted entirely online. All required documents must be submitted through the e-certification system.
SIRIM will conduct an evaluation once all required documents have been submitted. Documents that pass the evaluation will be assigned a file number for that application for the issuance of a type approval certificate.
Lead Time of Certification
- Lead time
- Paperwork about 2weeks. Local testing approximately 4 to 6 weeks.
It is recommended to apply for type approval certification in Malaysia through the paperwork method or document evaluation. One reason this process is recommended is that it is relatively quick.
The average lead time for the paperwork method is only about two weeks from the time all documents are submitted via the SIRIM portal. On the other hand, local testing involves a longer wait time—approximately four to six weeks from the receipt of documents and samples.
Validity Period
- Validity
- 5 years
In Malaysia, the validity period is determined by the applicant when applying for certification. A SIRIM certificate can be valid for one to five years.
There are two validity periods to choose from: short-term (one to two years) and long-term (four to five years). You need to choose carefully, because you cannot apply for an extension while the certificate is still valid.
You can only reapply after the certificate’s validity period has expired. The certificate can be renewed using the documents submitted in the initial application, provided there are no changes to the product specifications.
Label Requirements
- Product label
- Required
- Approval mark
- Required
- Label registration
- Required
For every certified ICT product in Malaysia, it is required to affix MCMC label. This label consists of Three components: Triangular mark with MCMC inscription and identification ID of the manufacturer of Certificate holder underneath. Below is the format:

This label can be pasted on the device’s surface, or by using an e-labelling method.
