Brazil Type Approval Summary

Brazil is one of the world’s leading digital powers. This is due to its more than 117 million internet users and rapid growth, which is projected to reach US$43.3 billion by 2029.

This is undoubtedly linked to the massive adoption of 5G and aggressive digital transformation, making Brazil an attractive hub for investment in digital infrastructure and data centers. To access Brazil’s telecom and wireless markets, compliance with a regulatory requirement known as “ANATEL certification” is mandatory.

ANATEL stands for Agência Nacional de Telecomunicações in Portuguese. It is Brazil’s independent National Telecommunications Agency. It operates independently of other government agencies but holds the authority to grant licenses, regulate, and oversee the telecommunications sector in Brazil.

Obtaining ANATEL type approval certification can be challenging. However, there’s no need to worry— Narmadi Company can be the right partner for you. We will guide you through the certification process smoothly and in line with your desired goals. Of course, this is all thanks to our experience, expertise, and extensive global network in the field of certification.

Who Can Be an Applicant?

Local representative
Required

Applicants for ANATEL certification must be entities registered in Brazil. This is evidenced by a valid CNPJ number. Without meeting this requirement, the certification cannot be processed.

Therefore, foreign manufacturers must designate a registered local company, such as a local manufacturer, local importer, authorized distributor, or legal representative. This local entity will be responsible for the telecommunications products submitted for certification in Brazil.

Application Method

In-country testing
Yes
Paperwork only
No

ANATEL certification in Brazil requires a documentation review combined with local testing performed by ANATEL-accredited laboratories (OCD-accredited laboratories). This means that success depends on the local testing and the completeness of the documentation.

Due to the requirement for local testing, test samples will be needed. The number and type of samples will depend on the device specifications. The laboratory will analyze the submitted documents to determine the required samples.

Paperwork Only

There is no complete set of paperwork for ANATEL certification. The process must combine local testing and documentation review.

Sample Requirements

For local testing, samples must be submitted to ANATEL. Sample requirements in Brazil cannot be determined in advance. This is because they depend heavily on the results of the laboratory’s analysis of the submitted documentation. We can only specify the type and quantity of samples on a case-by-case basis, depending on the product being submitted.

Document Requirements

To obtain ANATEL certification, several document requirements must be met, including:

  1. Product technical documentation
  2. Test reports
  3. User manual in Portuguese
  4. Labels
  5. Declaration of conformity
  6. Power supply information
  7. Internal and external photos
  8. Schematics/diagrams
  9. Valid ISO 9001 certificate of the manufacturing site, issued in Portuguese or accompanied by a sworn (certified) translation into Portuguese

Submission process

Submission
Online

The entire ANATEL certification application process is conducted through the CERTIFICA platform. The process begins with the submission of all documents, followed by confirmation of the results of the document review, and concludes with the issuance of the certificate.

The certificate will be issued once the evaluation process has been completed. Documents that do not pass the evaluation must be corrected and resubmitted for re-evaluation.

Lead Time of Certification

Lead time
8–12 weeks

The ANATEL certification process takes a considerable amount of time before the certificate is issued. This is because the process involves several stages, ranging from testing to document evaluation. The lead time for certification is approximately 8–12 weeks. This estimated lead time will also depend on the complexity of the product and laboratory availability.

Validity Period

Validity
2–3 years (by product category)

Brazil has two certificate validity periods based on product type, as specified in ANATEL Act No. 7,280. Products intended for general use are valid for two years. Products intended for infrastructure and professional use, on the other hand, are valid for up to three years.

Certified telecom and wireless products must display the ANATEL Mark on the product. This label consists of three components: the ANATEL logo, a barcode, and an Approval ID.

The logo may be in color or black and white. Authorization from ANATEL is required for the use of a black-and-white label.

The following is an example of the ANATEL mark:

In addition to the logo, the Brazilian Type Approval Certificate must also include important information on the product or its packaging. The following information must be included:

  • Approval Code or 12-digit unique code
  • Model Name
  • Brand or manufacturer
  • Country of Origin
