On 1st February 2025, SIRIM announced designated testing labs in Malaysia for IPv6 non-Wi-Fi-enabled products, under reference number SQASI/CMCS/1/25/0001.
Regarding the Standard and Industrial Research Institute of Malaysia (SIRIM) official announcement, you must know which labs were officially chosen as Malaysia testing labs for IPv6 non-Wi-Fi-enabled products.
This article will inform you of the updated information regarding SIRIM official announcement number SQASI/CMCS/1/25/0001, which concerns designated Malaysia testing labs for IPv6 non-Wi-Fi-enabled products.
IPV6 Certification in Malaysia
IPV6 equipment is required to be certified in Malaysia from July 10th, 2020 forward. This approach is practised under the specialized code MCMC MTSFB TC T013:2019 Internet Protocol Version 6 (IPv6) – Equipment Compliance (First Revision).
The items that are included within this scope are all IPv6-based gadgets, including Terminals/Hosts, Network Elements, and Network Security Elements.
Therefore, manufacturers planning to market IPv6-capable equipment in Malaysia must ensure that the products obtain the appropriate Certificate of Conformity (CoC) in accordance with the applicable regulatory requirements.
Why IPv6 Compliance Matters in Malaysia
The implementation of MTSFB TC T013:2019 Internet Protocol Version 6 (IPv6) – Equipment Compliance (First Revision) is to ensure network interoperability and device readiness for the IPv6 migration.
SIRIM conducts this testing to ensure product security, enhance brand reputation, and expand market reach.
- Product security: Certified devices provide consumers with greater assurance regarding safe usage and proper device functionality.
- Enhancing brand reputation: Secure products automatically enhance your brand’s reputation in the market for directly connected, IPv6-capable network equipment.
- Expanding market reach: These test results serve as a direct requirement for your IPv6 products, enabling you to expand your reach and enter the local Malaysian market.
Products Affected by the New Requirement
All products that support IPv6 will undergo mandatory testing at several laboratories designated by SIRIM. The following are some examples of products that must undergo IPv6 testing:
- 3G/4G/5G Access Points
- Gateways
- Switches
- Firewalls
- IPv6-capable networking equipment
Manufacturers should verify whether their products support IPv6 functionality, as such products may fall within the scope of mandatory certification.
Technical IPv6 Compliance Standards
IPv6-enabled equipment must demonstrate compliance through testing and evaluation based on the core IPv6 protocol requirements. SIRIM establishes technical codes specified in internationally recognized Request for Comments (RFCs), including RFC 8200, RFC 4861, RFC 4862, RFC 8201, and RFC 4443.
These standards cover essential IPv6 features such as packet processing, neighbor discovery, automatic address configuration, and the Internet Control Message Protocol for IPv6 (ICMPv6). Compliance with these requirements helps improve interoperability between devices and communications networks.
The Updated Information on Testing Labs for IPv6
IPv6 cellular equipment without a WiFi interface or IPv6 equipment over other media (e.g.: fiber optic, etc., except Ethernet LAN), currently in place, which ends on 10th July 2025, will not be extended. Full approval shall be granted after 10th July 2025, provided that applicants submit a complete IPv6 test report, including for non-Wi-Fi-enabled products.
Therefore, the renewal of the Certificate of Conformity (CoC) submission after 10th July 2025 will not be permitted unless an IPv6 test report is submitted for SIRIM’s evaluation.
Full approval will only be granted if IPv6 over cellular interfaces or other applicable media fully meets IPv6 requirements. For Wi-Fi-enabled products, testing may be conducted at any IPv6-accredited laboratory.
End of Interim Approval Scheme
SIRIM is implementing an interim approval for non-Wi-Fi IPv6 equipment through July 10, 2025. This policy will not be extended, as IPv6 test reports will become mandatory after that date.
To renew the interim approval, an IPv6 test report from an approved laboratory will be required. During this period, manufacturers should take steps to prepare for the new compliance requirements in Malaysia.
Manufacturers holding products under the existing interim approval scheme should take the necessary steps to obtain the required IPv6 test reports before the expiration date. Failure to do so may affect future approval or renewal applications.
IPv6 Test Report Requirements for New Applications and Renewals
This regulation has a direct impact on new type approvals and Certificate of Conformity (CoC) renewals. After the effective date, an IPv6 test report will be required for new type approval applications and CoC renewals.
Without IPv6 testing, new applications or renewals cannot be processed. Without this preparation, your application and certificate renewal processes will be delayed. This will directly impact the distribution of your devices in Malaysia.
Designated Malaysia Testing Labs for IPv6
SIRIM is pleased to announce the availability of testing laboratories for IPv6 (non-Wi-Fi-enabled) products. The designated laboratories include:
- BII Laboratory (China): BII Group Holdings Ltd China,3rd Floor, Building 5, No.58 Jing Hai Wu Lu, BDA, Beijing 101111, China.
- CNLabs (India): CNLABS Test Services Pvt. Ltd., Unit S-01, Ground Floor, Explorer Bldg, International Tech. Park, Bangalore, KA 560 066, India
- SIRIM QAS International (Malaysia): RF&EMCT Laboratory, Building 11, SIRIM Complex 1, Persiaran Dato’ Menteri, Section 2, 40700 Shah Alam, Selangor.
Impact on Manufacturers and Importers
This policy does not impact imports, customs, trade, market surveillance, spectrum management, or technical standards. Something that you must be concerned about the policy is the impact on type approval and market access requirements.
To adapt to these latest regulations, manufacturers must plan for IPv6 testing well in advance. Preparing for IPv6 device testing is now a mandatory part of the planning process required to obtain full approval.
Delays in preparing for testing can affect the market entry schedule. However, manufacturers are aided by the availability of additional certified laboratories that can help reduce testing barriers.
