The Bahamas Type Approval Summary
The Bahamas is a highly developed telecommunications market in terms of digital penetration and the adoption of financial technology. According to DataReportal, telecommunications infrastructure and mobile internet adoption in the country have reached more than 94% of the population.
With a population of approximately 400,500, the Bahamas is an attractive telecommunications market in the Atlantic Ocean to explore. Manufacturers or importers wishing to market telecommunications devices there must be aware of the applicable compliance requirements.
This certification is known as the “URCA Type Approval Certificate.” URCA stands for the Utilities Regulation and Competition Authority. This is an independent agency responsible for the Electronic Communications Sector (ECS), the Electricity Sector (ES), and the Natural Gas Sector (NGS) in the Bahamas.
Within the scope of the ECS, URCA is responsible for fixed and mobile telephone services, spectrum and numbering, broadcasting (including pay TV), and internet services. The legislative framework for the ECS is outlined in the Communications Act of 2009 and subsequent amendments.
Within the scope of type approval certification, URCA is responsible for establishing technical standards, evaluating technical documentation, and issuing certificates. In addition, this authority coordinates with Customs and conducts market surveillance to ensure that only certified devices can enter and be marketed in the Bahamas.
Understanding the URCA type approval process and requirements will make it easier for manufacturers and importers to market their products in the Bahamas. This is essential for establishing a compliant footprint in the Caribbean and Atlantic markets.
Who Can Be an Applicant?
- Local representative
- Not required
Anyone can apply for a URCA Type Approval Certificate, regardless of where they are located. Applicants may include individuals, public entities, or foreign entities, whether incorporated or unincorporated.
Applications for Type Approval may be submitted by manufacturers, dealers, or importers of Low-Power Devices, or by a duly authorized agent acting on behalf of the manufacturer. Manufacturers of Low-Power Devices are not required to have a presence in the Bahamas to apply for Type Approval.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
The issuance of a Type Approval Certificate indicates that URCA has verified that the device meets the license exemption requirements set forth in the Communications Act (Comms Act) and may therefore be used in the Bahamas without the need for an additional license from URCA.
Type Approval Certificates are issued for consumer devices such as laptops, wireless Wi-Fi routers, remote controls, cordless phones, garage door openers, fans with remote controls, keyless entry systems for cars, and so on.
Pursuant to Guideline ECS 02/2013, URCA accepts applications for devices that have obtained equipment authorization from the U.S. Federal Communications Commission (FCC). This means that such devices must bear the FCC mark.
However, under the latest regulation ECS 69/2019, URCA accepts applications for devices that have been certified by other regulatory bodies (referred to as Telecommunication Certified Bodies or TCBs). However, to date, URCA has not published a list of these TCBs.
Applicants must attach a copy of the certificate from the TCB along with the corresponding test reports. Once all required application documents have been prepared, they should be submitted to URCA for review.
A Type Approval Certificate will be issued in the name of the manufacturer (Same as the named Manufacturer on the equipment grant authorisation). A separate application is required for each make and model for which the applicant is seeking a Type Approval Certificate.
Sample Requirements
There is no sample requirement because the entire process is paperwork-based. URCA does not require product samples to verify compliance with the applicable regulations.
Document Requirements
An application for a Type Approval Certificate must contain the following documentation:
- A completed application form
- A declaration of conformity issued by the manufacturer
- A signed and dated Test Report
- A copy of the equipment authorisation certificate for the device
- Detailed technical specifications of the device
- Technical/operational documentation
- Circuit diagrams, printed circuit board (PCB) layouts, parts list, and other design and construction information
- Photographs or illustrations in sufficient detail to show the external features and internal layout
- A Letter of Authorization from the manufacturer, if anyone other than the manufacturer makes the application
- Type Approval application fee in accordance with URCA’s Fee Schedule in force at the time of the application
Submission process
- Submission
- Offline
The completed application form and all supporting documents must be submitted to URCA at the following address: Chief Executive Officer, Utilities Regulation and Competition Authority. Frederick House. Frederick Street. P.O. Box N-4860. Nassau, The Bahamas.
Lead Time of Certification
- Lead time
- Typically 4-8 weeks
URCA does not publish an official processing timeline for Type Approval applications. In practice, the certification process typically takes 4 to 8 weeks, although the actual duration may vary depending on application completeness and the authority's review process.
Validity Period
- Validity
- Permanent
The Type Approval Certificate remains valid for the lifetime of the device, provided that the certificate is not revoked.
URCA may revoke a Type Approval Certificate under the following circumstances:
- The device has undergone one or more modifications and, as a result, no longer complies with the applicable standards that were in effect when the equipment was approved by URCA.
- Changes to URCA's policies or guidelines require the approval to be reviewed or withdrawn.
- The device is used in a manner that permits or enables the establishment and operation of a radio or television broadcasting station.
- The device is known to cause harmful interference to other licensed electronic communications systems.
