Bolivia type approval

Bolivia Type Approval Summary

Bolivia is a unique telecommunications market that is undergoing rapid digital growth. Mobile data and fixed broadband consumption are the main drivers of growth in the country.

With an area of approximately 1,098,581 km² and a population of about 12.7 million, Bolivia still faces infrastructure and regulatory challenges. On the one hand, the country presents a promising market for manufacturers and importers to expand and market their telecommunications products.

Marketing telecommunications devices in Bolivia requires an understanding of the applicable compliance requirements. These compliance requirements are known as “ATT Homologation.”

ATT stands for Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes (Telecommunications and Transport Regulation and Control Authority). It is the regulatory authority responsible for telecommunications, transport, and postal services in Bolivia.

This authority operates under the supervision of the Ministry of Public Works, Services, and Housing. In carrying out its duties, the ATT develops technical regulations, evaluates devices intended for the Bolivian market, and issues certificates.

The safety and regulatory compliance of telecommunications devices marketed and used in Bolivia is verified through ATT homologation. Therefore, before marketing telecommunications devices in this rapidly growing Latin American market, manufacturers and importers need to understand the procedures and requirements for obtaining this homologation certificate.

Who Can Be an Applicant?

Local representative
Not required

All entities may apply for homologation certification in Bolivia. Eligibility is not limited to local importers or distributors.

Foreign manufacturers may apply directly for certification. However, all applicants must register and obtain a Certificate of Registration for Manufacturers, Suppliers, and Dealers of Equipment.

Application Method

In-country testing
No
Paperwork only
Yes

Homologation certification in Bolivia, regulated by the ATT, follows approaches similar to those of the European Union (EU) and the Federal Communications Commission (FCC) of the United States.

All homologation applications are processed through paperwork or document evaluation. Local testing by ATT is not required as part of the mandatory certification procedure.

To obtain a homologation certificate, applicants must provide evidence of compliance through the RED (EU) or FCC approval frameworks. The certificate of compliance issued upon completion of this process must be submitted. The test report detailing the test results must also be submitted.

The test report and all other required documents must be submitted with their homologation applications via email addressed to ATT. The Authority will evaluate the application to determine whether the product complies with the applicable technical requirements.

If there are technical observations regarding the submitted documents, the applicant will be notified and required to address them within a maximum of five working days. Failure to address these observations within the specified period will result in the rejection of the application.

If the application has no notes, the applicant is notified that the application has been approved for formal submission to the ATT and is thereby issued a Route Sheet.

Once the documents, including the Route Sheet, have been received, ATT will conduct a further review. If additional observations are identified, the applicant will be notified and required to address them within a maximum of two administrative working days.

If the observations are not addressed within the specified timeframe, the application will be deemed withdrawn.

If no observations remain outstanding, or if all observations have been satisfactorily addressed, an Administrative Homologation Resolution will be issued, with the Homologation Certificate attached as an appendix.

Sample Requirements

Generally, there are no sample requirements for homologation certification in Bolivia because local testing is not mandatory. However, ATT may request technical information and physical samples of the relevant equipment to conduct performance testing and verify its characteristics. The number of samples and their conditioning will depend on ATT’s request.

Document Requirements

To obtain homologation for a piece of equipment by brand and model, the applicant must submit the following documents:

  • Letter of Application for a Homologation Certificate
  • Application Form
  • Declaration of Conformity
  • Descriptive block diagram of the equipment modules
  • Technical manual or technical specification sheet (data sheet) in Spanish or English
  • User manual translated into Spanish
  • Equipment conformity certificate issued by an ATT-recognized international body
  • Test report

Submission process

Submission
Online

Applicants must submit their applications, addressed to the Executive Director of ATT, together with the required documents, via email to homologaciones@att.gob.bo.

ATT also provides a digital platform for application submissions through the following website: https://plataformas.att.gob.bo/index.php/homoregistro/.

Lead Time of Certification

Lead time
5 working days

According to ATT's published homologation procedure, the Homologation Certificate is issued within five working days, provided that the application is complete and no observations are identified. Applications containing observations must be corrected within the deadlines specified by ATT, which may extend the overall processing time.

Validity Period

Validity
10 years

The Homologation Certificate is valid for 10 years. It may be renewed, provided that the technical specifications of the equipment remain unchanged. Renewal applications must be accompanied by the same documents required for a new application.

Label Requirements for Bolivia Type Approval

Product label
Not required
Approval mark
Not required

There are no specific labeling requirements. The equipment must bear the CE Mark or the FCC Mark as proof that it has obtained a certificate of compliance from the European Union or the United States. This also confirms that the equipment's technical specifications meet the requirements accepted by ATT.
