Guyana Type Approval Summary
Guyana is one of the telecommunications markets currently undergoing rapid transformation. This is due to an economic boom in the oil and gas sector.
The country has high levels of mobile adoption and internet connectivity, but was once subject to a market monopoly. Currently, Guyana is moving toward a more liberalized and competitive telecommunications environment supported by infrastructure modernization.
With an area of approximately 214,970 km² and a population of roughly 800,000, Guyana is a country worth exploring given the transformation currently underway. Consequently, manufacturers and importers are targeting this country for the sale and distribution of telecommunications products.
To enter the Guyanese market, the first thing to understand is the applicable compliance requirements. These requirements are commonly referred to as “Guyana Type Approval.”
This is a compliance certification issued by the Telecommunications Agency of Guyana. This authority is a corporate body established under Section 3(1) of the Telecommunications Act 2016 and was officially established on January 19, 2017.
The Telecommunications Agency is responsible for planning, supervising, and regulating the use of the radio spectrum, as well as certifying telecommunications and radiocommunications equipment.
Understanding the requirements and processes for Guyana Type Approval will make it easier for manufacturers and importers to enter this rapidly transforming market in the South American region.
Who Can Be an Applicant?
- Local representative
- Not required
Guyana does not restrict Type Approval applications to local entities. Foreign manufacturers may submit applications directly to the Telecommunications Agency.
Foreign manufacturers are not required to appoint a local representative for Type Approval applications. However, applicants must provide a valid business license as part of the application package. Please note that even when a local representative is involved, the certificate is issued in the manufacturer's name.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
The Type Approval process in Guyana does not require testing at a local laboratory. All applications are processed through document review and evaluation.
The Authority accepts certification documents issued by the Federal Communications Commission (FCC) of the United States and Innovation, Science and Economic Development Canada (ISED).
Applicants must provide a Certificate of Conformity (CoC) issued by one of these regulatory bodies when submitting an application. A test report must also be included as part of the application package.
Once the required documents have been prepared, applicants should submit them, together with all other supporting documents, via email to the Authority.
The Telecommunications Agency will evaluate the application upon receipt. If the application is complete and meets all requirements, the Authority will issue the Type Approval certificate. However, if the application is incomplete or contains errors, it may be rejected, and the applicant will need to resubmit the application for further evaluation.
Sample Requirements
The Telecommunications Agency does not require the submission of product samples for Type Approval certification. Domestic testing is not required, and the Authority does not conduct testing at local laboratories. Furthermore, there are no FCC- or ISED-recognized testing laboratories in Guyana.
Samples may be required if the device does not already have a test report issued by a laboratory recognized by the Telecommunications Agency. In such cases, applicants may be asked to provide product samples for testing at a recognized laboratory.
The number and type of samples required will depend on the product's telecommunications functions and the scope of testing to be performed.
Document Requirements
The following is a list of required documents for applying for this certification:
- Application Form
- Documents regarding the applicant and manufacturer (name, address, contact person, legal status, etc.)
- Brand description (model, brand name, number, type of equipment, etc.)
- Copy of FCC or ISED certification of conformity
- Test report
- Letter of Authorization if using a local representative
Submission process
- Submission
- Online
All required documents are submitted electronically. While the Authority does not provide an official online submission portal, applicants may submit completed applications via email to typeapproval@telecoms.gov.gy. The Authority will notify applicants by email whether the application has been approved or rejected.
Lead Time of Certification
- Lead time
- 8 to 10 weeks
The Telecommunications Agency of Guyana does not publish an official processing timeline for Type Approval applications. In practice, the approval process is generally reported to take around 8 to 10 weeks, provided that all required documentation has been submitted correctly.
If the submitted documentation is incomplete or contains errors, the applicant may be required to resubmit the application for further evaluation. In such cases, the overall processing time may be extended.
Validity Period
- Validity
- Permanent
A Guyana Type Approval certificate is valid indefinitely, provided there are no changes to the certificate holder's identity and/or the technical specifications of the equipment.
Any changes to the certificate holder or the technical specifications of the equipment require recertification. The application process and document requirements are the same as those for the initial submission.
Label Requirements for Guyana Type Approval
- Product label
- Not required
- Approval mark
- Not required
In Guyana, once a Type Approval certificate is issued, the certificate holder may import the approved product. There are no specific labeling requirements associated with Guyana Type Approval certification.
However, the equipment must bear the FCC or ISED mark, demonstrating that it has successfully undergone the applicable conformity assessment procedures of the respective regulatory authority.
