Afghanistan Type Approval Summary

Afghanistan is considered one of the most challenging and high-risk telecommunications markets. Globally, the country ranks low in terms of infrastructure maturity, technology adoption, and regulatory stability, largely due to political uncertainty.

Despite these conditions, Afghanistan remains an attractive market for the telecommunications industry. This is driven by its high untapped growth potential and its geographic location.

According to Mordor Intelligence, the Mobile Network Operator (MNO) market in Afghanistan is projected to grow from USD 549.83 million in 2025 and USD 574.35 million in 2026 to USD 717.61 million in 2031. This represents a CAGR of 4.55% between 2026 and 2031.

Geographically, Afghanistan is situated at the crossroads of South Asia and Central Asia, making it a cross-border fiber-optic transit corridor. This presents opportunities for manufacturers or importers looking to market and sell telecommunications equipment there.

To enter the Afghan market, manufacturers and importers must understand the applicable compliance requirements. This requirement is known as the “ATRA Type Approval Certificate.”

ATRA stands for the Afghanistan Telecommunications Regulatory Authority. It is the national regulatory body under the Ministry of Communications and Information Technology (MCIT).

Established in 2006, ATRA has the authority to regulate and develop the telecommunications sector in Afghanistan. Within the scope of type approval certification, ATRA is responsible for setting technical standards for telecommunications and radio equipment, evaluating technical documentation, issuing certificates, and conducting market oversight.

Manufacturers and importers who understand the requirements and procedures for applying for type approval certification in Afghanistan are essential for navigating complex regulatory channels and securing compliant market access.

Who Can Be an Applicant?

Local representative
Required

All applicants for Type Approval in Afghanistan must be local companies. They may be an importer or distributor. The company is required to register on the ATRA database as a Supplier of Equipment.

Afghanistan has three type approval application pathways: Standard Type Approval, Simplified Type Approval, and Provisional Type Approval. Each has different requirements for submitting an application.

Essentially, the entire application process is conducted through paperwork or document evaluation. Local testing is not a common practice.

Standard Type Approval

This is the standard pathway for the type approval process in Afghanistan. ATRA uses technical standards published by international organizations such as ETSI, EN, and CISPR as requirements for type approval.

Applicants must submit test reports for the devices they submit that comply with these international technical standards. The test reports must come from an Accredited Testing Laboratory (ATL) designated by ATRA for this process.

ATLs are located in several countries, including the United States, Japan, South Korea, and the United Kingdom.

Simplified Type Approval

This certification pathway is used if the device has already obtained a type approval certificate from a National Regulatory Authority (NRA) recognized by ATRA. There are four NRAs recognized by ATRA:

  • IMDA – Singapore
  • TRAI – India
  • MCMC – Malaysia
  • ACMA – Australia

This pathway may also be used if the device has obtained a Declaration of Conformity from a Conformity Assessment Body (CAB) approved by ATRA. There are 73 CABs recognized by ATRA, located in various countries such as the United States, the United Kingdom, Germany, and France.

Applicants need only attach a certificate of conformity from the agencies listed above and pay the application fee to submit a certification application. Generally, simplified Type Approval will not result in the issuance of a Type Approval Certificate in the applicant’s name.

Instead, a corresponding entry regarding the RCE will be recorded in the Type Approval List published on the ATRA website. However, if necessary, the certificate can be issued.

Provisional Type Approval

Type approval issued by ATRA for a period of six months. This approval is intended for the following purposes:

  • Use of the equipment for trial, demonstration, or research purposes on a noncommercial basis and may only be used by the applicant
  • Testing the equipment at an ATL in Afghanistan

Local Testing

In general, local testing is not a mandatory requirement for applying for type approval certification. However, at its discretion, ATRA may decide to conduct additional testing or request that certain tests already performed be repeated.

If this occurs, the testing may be conducted by an accredited ATL or at ATRA’s own testing facilities.

Sample Requirements

ATRA may decide to conduct additional testing or request that some of the tests already performed be repeated. If this happens, there are sample requirements that must be met.

Generally, ATRA only requires one sample in the condition in which it will be sold to the end user (a standard sample). However, in addition to the sample, you must also provide accessories, device drivers, software, and RF cables, if necessary.

Document Requirements

For Standard Type Approval:

  • Test reports confirming compliance with the applicable standards in the Technical Regulations
  • Photographs of the Equipment, Installation and User manual
  • A functional description of the Equipment
  • Schematic diagram, Printed Circuit Board (PCB) layout
  • Proof of Payment of the prescribed non-refundable Type Approval fee

For Simplified Type Approval:

  • A duly signed and dated Certificate of Compliance certifying that the equipment complies with the appropriate standards, issued by the entity which had tested or type approved the equipment and which must be either a NRA or a CAB recognized by ATRA
  • Proof of payment for the prescribed Type Approval fee

For Provisional Type Approval:

  • Purpose of the test, trial, research or demonstration
  • Details of the units to be tested, including the number
  • Details of the proposed recipients of the units
  • Duration of the test, trial, research or demonstration
  • The geographical area where the tests, trial, research or demonstration are to be performed
  • Proof of payment of the applicable fee

Submission process

Submission
Online

The process of applying for type approval certification in Afghanistan for all three types of applications is conducted online. All required documents must be uploaded to ATRA’s online portal.

The entire process can be tracked through this portal. If the application passes the document review, the certificate will be issued immediately. However, if it fails, ATRA will provide the reasons for the rejection. At that point, the applicant can correct the errors and resubmit the application.

Lead Time of Certification

Lead time
30 days

The process of applying for type approval certification in Afghanistan is quite time-consuming. Due to the paperwork involved, the process takes a considerable amount of time.

According to official documents published by ATRA, for standard type approval, it takes thirty business days to process a submitted application. This is due to the backlog of applications there.

Validity Period

Validity
Permanent

The ATRA Type Approval Certificate is valid indefinitely, provided that no modifications are made to the equipment regarding the brand and/or name, model, and functions of the equipment as recorded in the certificate. Furthermore, there must be no changes to the equipment’s technical specifications.

If there are modifications related to the brand name, model number, design, or radio frequency functions, the equipment must be resubmitted to obtain re-certification. However, if the changes relate only to the appearance of the ATRA-certified device, resubmission for certification is not required.

Label Requirements

Product label

E-labeling
Allowed

All equipment that has undergone the ATRA standard type approval process must be labeled. The label must be clearly legible and permanently affixed to the exterior of the equipment.

Devices that have undergone the Standard Type Approval process must use a label approved by ATRA. For devices that have undergone the Simplified Type Approval process, the appropriate mark from the country or region where the original Type Approval was granted must be used.

As for Provisional Type Approval, no label needs to be affixed.

ATRA Label

XXX-XXX-XXX-XXX : Certificate Number

ATRA Label

Where it is shown that a label permanently affixed to the outside of the equipment is not desirable or is not feasible, the label may also be affixed on the packaging and/or in the user manual.

More on Labeling

The markings can etched by software (E-Marking) accessible and visible when device is powered. This is recommended for devices with small form factor.
