Sri Lanka Type Approval Summary
Sri Lanka is a highly dynamic emerging telecommunications market. This is evidenced by its very high mobile penetration rate, though the country also faces macroeconomic pressures.
According to data from the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), the country has massive mobile penetration. With a population of more than 22 million, the number of mobile phone subscriptions in Sri Lanka has reached over 29 million.
Unfortunately, despite the high level of mobile penetration, the purchasing power of the population has been affected by the economic crisis, resulting in a relatively low ARPU. However, the Sri Lankan telecommunications market could be an opportunity worth exploring for manufacturers and importers looking to market their products.
Sri Lanka is also known for its strict regulations; therefore, it is important to understand the applicable compliance procedures from the outset. These compliance requirements are known as “TRCSL Type Approval.”
These requirements are established by TRCSL, the national regulatory body for telecommunications in Sri Lanka. This Commission was established under the Sri Lanka Telecommunications (Amendment) Act No. 27 of 1996.
The Act mandates TRCSL’s responsibilities, which include establishing regulatory processes, protecting the public interest, and responding to challenges in an increasingly competitive market.
Within the scope of type approval, TRCSL is responsible for the entire certification process, from drafting technical regulations to evaluating submitted devices and issuing certificates.
Obtaining a TRCSL type approval certificate will enable manufacturers and importers to navigate Sri Lanka’s strict regulatory framework. As a result, your telecommunications products can thrive in this growing telecommunications market.
Who Can Be an Applicant?
- Local representative
- Required
An applicant for TRCSL type approval must be organizations or entity that has a valid vendor's license to manufacture, import, and sell Radio and Telecommunication Terminal Equipment (RTTE). Foreign manufacturers that want to apply for certification must appoint a local representative that has a license in Sri Lanka.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
TRCSL type approval certification is processed through paperwork or document evaluation. There are two schemes for the process: Standards Type Approval and Simplified Type Approval.
All Radio Communication and Telecommunication Terminal Equipment (RTTE) intended for distribution in Sri Lanka must meet the technical standards established by the TRCSL (referred to as the “Commission”).
The Commission sets technical standards based on technology, which are divided into 6 categories:
- Fixed Wireless
- Wireless (Miscellaneous)
- Public Mobile
- Private Mobile
- Satellite
- Short Range Devices
Standards Type Approval
This type approval scheme is based on international standards: The European Telecommunications Standards Institute (ETSI), the International Electrotechnical Commission (IEC), and the International Telecommunication Union (ITU).
The applicants should submit test results only from accredited test laboratories recognized by the Commission for Type Approval. The Commission recognizes results of testing performed by a test laboratory which meets the laboratory is compliant with ISO/IEC 17025, and compliance with ISO/IEC 17025 is certified by an Accreditation Body, which is a member of the International Laboratory Accreditation Cooperation (ILAC).
Once all required documents, including test reports, are complete, the applicant may submit an application to the TRCSL Office. Although there are no testing facilities in Sri Lanka, applicants are also required to submit samples to the Commission.
Simplified Type Approval
Manufacturers may submit RTTEs with different variants that are identical to a previously verified model. The type approval process for these products is known as simplified type approval.
All required documents must be submitted, but a test report is not required. However, a representative sample is still required.
Sample Requirements
The applicant is also required to send samples to the TRCSL office as part of this process to ensure the RTTE in the marketplace is identical to the sample which submitted to the Commission for type approval. Either standard or simplified type approval, a representative sample of the RTTE concerned should be submitted along with the application. The Commission reserves the right to require up to two sample units.
Document Requirements
For Standard Type Approval, an application must be accompanied by a Technical Construction File (TCF). The format of the TCF must comply with the format and other requirements of ISO/IEC 17050-2:2004 and include the following:
- Application Form
- Proof of payment
- A Declaration of Conformity
- A brief technical description of the RTTE
- Identification of the radio communications networks concerned and any intentional radio spectrum usage
- Identification of software and firmware that may affect any network interface or have an effect on radio frequency emissions
- Circuit diagrams and Printed Circuit Board (PCB) layouts for those parts of the RTTE
- Photographs of both the interior assembly and exterior of the product
- Test reports issued by accredited Testing Laboratories recognized by the Commission (RF, EMC and Healthy)
For Simplified Type Approval, all of the documents are required except the test report.
Submission process
- Submission
- Offline
The TRCSL type approval certification application must be submitted directly. Currently, there is no online submission for this process.
All document requirements and the relevant application fee for this type approval scheme should be hand-delivered or mailed to the Director General of Telecommunications, Telecommunications Regulatory Commission of Sri Lanka. 276, Elvitigala Mawatha. Colombo 08.

- Validity
- 4 years
The TRCSL type approval certificate shall be valid for a period of 4 years, provided that the type approved RTTE (supplied to the market) maintains the same technical specifications, including the operating frequency.
A new application for type approval should be made in accordance with modifications to the manufacturing brand name, equipment name, model, version, design or function.
The certificate holder shall apply for renewal at least 60 days before the date of expiry of the Type Approval certificate. No permission shall be granted to manufacture or import RTTE if the type approval holder fails to apply for renewal before the due date.
