Nepal type approval

Nepal Type Approval Summary

Nepal is one of the emerging telecommunications markets in South Asia, offering significant opportunities for digital transformation and connectivity expansion. The sector has experienced steady growth, driven by increasing demand for mobile connectivity, broadband services, and digital technologies.

On the other hand, Nepal’s telecommunications market faces unique geographical challenges. With a land area of approximately 147,181 km², the country is confronted with extremely mountainous terrain, making the deployment of telecommunications infrastructure, including mobile networks and fiber-optic connectivity, particularly challenging and costly.

Despite these challenges, Nepal's population of approximately 31 million people presents significant opportunities for telecommunications products. Manufacturers and importers need to view Nepal through the lens of its growth potential rather than its challenges.

To market telecommunications devices in Nepal, the initial challenge is obtaining the locally applicable compliance requirements. This compliance requirement is known as “NTA Type Approval.”

NTA stands for the Nepal Telecommunications Authority, an autonomous body responsible for the development, expansion, and operation of telecommunications services with private-sector participation in Nepal.

This authority was established in February 1998 in accordance with the Telecommunications Act of 1997 and the Telecommunications Regulations of 1998. NTA is responsible for ensuring that telecommunications equipment distributed and used in Nepal complies with applicable technical and regulatory requirements.

To ensure this, the NTA establishes technical regulations, evaluates each device submitted for approval, and issues certification as proof of compliance.

Understanding the process and requirements for obtaining an NTA Type Approval certificate will make it easier for manufacturers and importers to enter this growing Nepalese market.

Application Method

In-country testing
No
Paperwork only
Yes

Stage of Certification

There are two stages of certification: First is to get the provisional type approval, which is valid for six months. When the manufacturer continues the product distribution in Nepal, a new certificate will be required with a validity period of five years.

At least 15 days before the date of expiry of the provisional certificate, an application for the permanent periodic type approval certificate has to be submitted, including the renewal fee.

The application must include the required documents, including the report of the customer care center of the local agent/distributor regarding the quality of service, national security concern and details about interference-free operations for five months. The Permanent Periodic Type Approval certificate (valid for a period of five years) shall be granted if satisfactory.

Standard Requirement

Applicants must submit Radio, SAR, Safety, and EMC test reports or certifications issued by the manufacturer, brand owner, or an accredited testing or certification body. However, the NTA does not publish which international standards are accepted as references or which certification bodies are recognized. In practice, international standards such as ETSI EN (EU) or FCC may be used.

In addition to test reports, the NTA also accepts Type Approval Certificates issued by at least one international, national, or territorial standards body as a requirement. However, the NTA does not publish a list of recognized international, national, or territorial standards bodies.

Sample Requirements

Generally, there are no sample requirements for type approval certification in Nepal. However, the applicant may be required to submit a sample if the Authority deems it necessary to evaluate the equipment. Any costs associated with this shall be borne by the applicant. The number and condition of the samples depend on the Authority's requirements.

Document Requirements

A complete Type Approval application form along with the following documents shall be submitted to the Authority for Type Approval Certificate:

  • Application form/s for type approval
  • Application Fee
  • Declaration of Conformity
  • Block Diagram/Circuit Diagram
  • Product Data Sheet/Brochure
  • User Manual
  • Product Internal and External Photographs
  • Test Reports: EMC, RF, Safety, and other certifications (RED, TEC)
  • Letter of Authorization from the manufacturer, as per the attached format in its letter head

Submission process

Submission
Online

All document requirements must be submitted through the NTA online application portal. Applicants can check the application status online through the portal until the certificate is issued.

Lead Time of Certification

Lead time
4 weeks

Lead time for type approval certification in Nepal typically takes around four weeks from the date all required documents are submitted through the NTA online portal.

Validity Period

Validity
6 months and 5 years

For provisional type approval, the certificate is valid for six months. During the validity period, the application shall include documents, including the report of the Customer Care Center of the local agent/distributor regarding the quality of service, national security concerns, and details about interference-free operation for a period of five months.

The Permanent Periodic Type Approval certificate (valid for five years) shall be granted if the Authority is satisfied with the QoS, consumer safety, interference-free operation, national security considerations, after-sales service, and any other applicable requirements.

Required

In the regulatory document titled “Work Procedures for Type Approval of Radio Telecommunications Equipment at Customer Sites—2016” (TAP-04), the affixing of a label is mandatory.

For equipment identification, the equipment must be fitted with a clear, permanent, and easily visible nameplate, or other equivalent marking affixed nearby, containing the following information:
