Iraq Type Approval Summary
Iraq is one of the growing telecommunications markets in the Middle East. As an emerging market, it has significant growth potential, but it faces structural challenges.
With an area of approximately 438,317 km² and a population of over 40 million, Iraq remains a fairly promising market. According to the International Telecommunication Union (ITU), Iraq ranks 99th globally on the ICT Development Index with a score of 79.4 points.
Manufacturers and importers looking to enter this growing Middle Eastern market need to be aware of the compliance requirements in place there. The compliance mechanism in Iraq is known as “CMC Certification.”
CMC stands for Communications and Media Commission. This body was established under Order No. 65 of 2004 by the Coalition Provisional Authority.
The CMC’s responsibilities include regulating broadcasting, networks, communication services, and licensing telecommunications equipment. Within the scope of type approval certification, this authority is tasked with establishing technical regulations, issuing CMC type approval certificates, and overseeing the use of the frequency spectrum.
Smooth marketing of telecommunications equipment in Iraq requires an understanding of the requirements and procedures for applying for CMC type approval certification. This enables manufacturers and importers to enter this growing telecommunications market in the Middle East.
Who Can Be an Applicant?
- Local representative
- Not required
Applicants for type approval certification in Iraq may be manufacturers or local importers. Having a local partner in Iraq will facilitate the certification application process, as communication and the application can be tracked through CMC’s online portal. A foreign manufacturer that does not have a subsidiary in Iraq may apply for the certificate via email.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
The process for applying for Iraqi type approval certification is conducted through a paperwork-based method, or document evaluation. Generally, local testing is not required for this process. However, the CMC may randomly request that the applicant submit samples as part of the inspection process.
Products submitted for certification must meet international standards, such as those established by the International Telecommunication Union (ITU), ETSI, and IEEE. These test reports must be attached along with the other required documents.
Next, all these documents must be submitted to the CMC, and you will be asked to make a payment. Payment can be made by depositing funds into the CMC’s bank account or through payment mechanisms available at the CMC office.
Once payment is made, the applicant will receive an official payment receipt. After that, the CMC will verify whether the device has the potential to cause interference and whether it operates within the permitted frequency range.
Once the application has been evaluated and the requirements are deemed to have been met, CMC may issue a certificate. A single CMC certificate may cover multiple models (product variants) as long as those models have technical characteristics that comply with applicable regulations.
Sample Requirements
In general, there are no mandatory sample requirements for applying for type approval certification in Iraq. However, the CMC may randomly request samples for inspection.
If this occurs, the applicant must submit the sample or model in question for physical examination or additional testing. The CMC generally only requires the applicant to provide one standard sample.
Document Requirements
Here's the list of documents for this certification:
- A completed electronic form.
- A declaration of conformity stating that the laboratory test results meet the requirements.
- A test report from an accredited laboratory detailing the tests conducted and the test results for the device (Safety Aspects, EMC, EMI, and RF tests).
- Technical specifications of the device.
- User manual or product catalog.
- Power of attorney or letter of appointment proving the representative’s authority on behalf of the manufacturer.
- Applicant company documents (company identification, including address, phone number, and email address).
Submission process
- Submission
- Online
All applications for type approval certification in Iraq are submitted online. For applicants registered in Iraq, applications are submitted through the official CMC E-Gateway portal.
What about foreign manufacturers? As previously explained, foreign companies that do not have an official representative in Iraq may submit their applications via email.
Lead Time of Certification
- Lead time
- 2 weeks
The lead time for a CMC type approval certificate is two weeks. This period begins when the complete set of documents is submitted online or via email.
The completeness and accuracy of the documents will determine whether the certification process is completed on time. If any documents are missing or incorrect, the processing time may be extended.
Validity Period
- Validity
- 1 year
The validity period for a CMC certificate is relatively short. The type approval certificate is valid for one year from the date of issuance.
Certificate renewal is done annually using the same documents and following the same process. Given the relatively short validity period, you need to prepare for the certificate renewal on time.
Label Requirements
- Product label
- Not required
- Approval mark
- Not required
- Label registration
- Not required
In Iraq, sample requirements are not something to worry about. The CMC does not mandate any labeling requirements, but applicants must obtain a separate import license for telecommunications products. After that, applicants can immediately distribute the products in Iraq.
In some other countries that do not require certificates to be displayed, there are still importers or manufacturers who include the certificate number as proof that the product has been certified. This is not common practice in Iraq. Therefore, you do not need to do this.
