Yemen Type Approval Summary

The Yemeni telecommunications market is indeed complex globally. Although it has very high market risks, it also has untapped growth potential. This is because it is hampered by damaged infrastructure and political fragmentation. For alternative energy, such as satellites, Yemen could be a very promising market.

To access the Yemeni market, especially for telecom and wireless products, companies must comply with a type of compliance instrument called “MTIT certification.” MTIT stands for Ministry of Telecommunications and Information Technology.

This institution is responsible for developing, regulating, and expanding telecommunications, postal services, and information technology (IT) in Yemen. Additionally, they are also responsible for developing digital infrastructure. In terms of certification, their duties include enforcing testing standards, allocating domestic radio frequency usage, and overseeing the implementation of national regulations.

Currently, the MTIT authority is divided into two entities: the Aden Authority for the southern region and the Sana'a Authority for the northern region. Both authorities officially accept only Yemeni type-approval certificates within their respective jurisdictions.

Obtaining MTIT type approval certification can be challenging. Don't worry, Narmadi Company can be the right partner for you to navigate the complexities of the certification process and remove obstacles. We will even ensure that you receive your certificate by your desired target date. This is thanks to our extensive experience, expertise, and global connections in the field of certification.

Who Can Be an Applicant?

Local representative
Required

Applicants for Type Approval in Yemen must be local companies or companies registered with a government agency. Foreign companies wishing to sell their products in Yemen must ensure that they have a local partner there.

Without a local representative, an application for type approval cannot be processed. Therefore, it is important to secure a local partner before deciding to apply for certification.

Application Method

In-country testing
No
Paperwork only
Yes

MTIT Yemen certification only uses the document method. This means that you do not need to conduct testing at a local laboratory. However, you need to provide test result documents for Radio Frequency (RF), Electromagnetic Compatibility (EMC), and safety testing from an international laboratory that meets the standards of the International Electrotechnical Commission (IEC) or Conformité Européenne (CE).

Paperwork Only

The certification for Yemen MTIT is paperwork-based, as it evaluates testing reports from international labs that are accredited with IEC or CE standards.

Sample Requirements

Type approval in Yemen does not require samples. This is because the certification process is conducted through a document-based method.

You do not need to prepare samples; simply prepare the required documentation. And make sure you have a test report for RF, EMC, and safety testing from a laboratory recognized by Yemen.

Document Requirements

To obtain MTIT certification, several document requirements must be met, including:

  1. Completed application form, signed and stamped by the applicant.
  2. Technical specifications (TCF) and test reports for Radio, EMC, and Safety in compliance with international/IEC or European standards.
  3. Declaration of Conformity (DoC), issued and signed by the manufacturer.
  4. User manual and Schematic.
  5. Internal and external product photos.
  6. Authorization letter from the manufacturer or end client to Narmadi, signed and stamped.
  7. Authorization letter from Narmadi to the Yamani agency, signed and stamped.
  8. For renewal applications, please attach the previous certificate to be renewed.

Certification applications submitted to the authorities in Aden and Sana'a differ slightly. For MTIT Aden certification applications, an additional list of countries where the relevant equipment has been approved is required.

Lead Time of Certification

Lead time
4–8 weeks

The differences among the certification authorities in Yemen do not affect the lead time for the application process. Applying for type approval in Yemen—whether in Aden or Sana'a—will take the same amount of time.

Both authorities require four to eight weeks to complete the certification process. This timeframe begins once all documents have been submitted to the authorities.

Validity Period

Validity
About 2 years

Yemen has a relatively short certificate validity period, unlike most other countries in Asia. In Yemen, type approval certificates are valid for only about two years. Therefore, you must regularly prepare to renew these certificates using the same process and documents as for the initial application.

Label Requirements

Product label
Not required
Approval mark
Not required

Telecom and wireless products that have been certified by MTIT are not required to affix labels to the products and their packaging. Unlike other countries that have strict regulations regarding labeling, Yemen has relaxed these requirements by not mandating them.

After obtaining MTIT certification, products can be immediately sold or distributed in Yemen. You do not need to take any additional steps to affix MTIT approval labels.

MTIT Product Scope

MTIT certification is not limited to telecommunication products only. However, this certification is also mandatory for all products that have telecommunication features or radio frequency.
