Oman Type Approval Summary

Oman has become one of the most progressive and mature telecommunications markets in the Gulf Cooperation Council (GCC) region. This is driven by the national digital transformation and the expansion of 5G infrastructure. According to official data from the Telecommunications Regulatory Authority (TRA), mobile subscribers exceed 6.35 million; mobile broadband subscribers total 5.34 million.

Meanwhile, the total value of the Information and Communications Technology (ICT) market in Oman, according to Mordor Intelligence, is projected to reach approximately USD 6.42 billion by 2026. This projection makes Oman an attractive market for manufacturers and importers.

The key factor to understand when entering the Omani market is the applicable compliance requirements. This compliance mechanism is known as “Type Approval Certification.”

The type approval certification process in Oman is regulated by the Telecommunications Regulatory Authority (TRA). This is the regulatory body responsible for overseeing the telecommunications sector there.

The TRA was established in 2002 under the Telecommunications Regulation Law (Royal Decree 30/2002). Its responsibilities include regulating and overseeing the type approval process, managing the frequency spectrum, establishing technical rules and guidelines for telecommunications and radio equipment, and conducting market oversight.

The TRA carries out these functions to ensure the quality of telecommunications services and prevent the entry of illegal devices into Oman. Devices that have obtained a Type Approval Certificate have met technical standards, ensuring they do not interfere with other devices when in use.

Understanding how to obtain Type Approval certification in Oman will make it easier for manufacturers and importers to market their ICT devices there. This is because such devices comply with applicable legal requirements, thereby strengthening consumer confidence and ensuring market compliance.

Who Can Be an Applicant?

Local representative
Required

Applicants for type approval certification must be importers or distributors in Oman. Foreign manufacturers wishing to apply must have a local manufacturer or have a partnership with a local importer or distributor there.

Application Method

In-country testing
No
Paperwork only
Yes

Type approval certification in Oman can only be obtained through a paperwork-based process or document evaluation. The TRA does not require on-site testing for any application.

Therefore, applicants must already have a test report demonstrating compliance with European Union standards. Applicants may test their products at any testing laboratory accredited to ISO/IEC 17025 in the relevant telecommunications field by the International Laboratory Accreditation Cooperation (ILAC).

Products to be certified must meet National Technical Standards appropriate to their technology. These standards cover RF, EMC, and safety. All of these are based on harmonized ETSI EN standards.

Local Testing

Local testing is not required.

Paperwork Only

Local testing is the only available route. This process involves compiling the product’s test reports and all required documentation. All documents must then be submitted through the TRA’s online portal.

Sample Requirements

The TRA does not require local testing. As a result, there is no obligation to submit samples.

Document Requirements

Here are the document requirements for this certification:

  1. Full Official Technical Data sheet or specification sheet of the Product.
  2. Electromagnetic Compatibility (EMC) Test report based on Radio frequency.
  3. Radio Frequency (RF) Test report based on EN standards applicable to each wireless technology.
  4. RF Exposure & LVD (Low Voltage Directive) Safety Test reports.
  5. Pictures of the product.
  6. Declaration of Conformity certificate from the manufacturer based on the RED directive.
  7. Declaration from the applicant to OMAN TRA - to be filled, signed, and stamped on company letterhead.
  8. Declaration from the manufacturer authorising the applicant - to be filled, signed and stamped on company letterhead.
  9. If the product comes with a SIM, then the below 2 documents are also mandatory: GSMA certificate with TAC code and IMEI declaration.

Note: Declaration formats shall be shared upon receipt of the above documents.

Submission process

Submission
Online

All documents submitted by the applicant to the TRA online portal.

  1. Open the Type Approval e-Portal through the following link: ta.tra.gov.om
  2. Log in via electronic authentication (PKI), either using the ID card or the mobile phone number.
  3. Select the appropriate application type (Type Approval, Customs Release Permit, Import Permit, etc.).
  4. Complete the application details and attach the required documents.
  5. Pay the required fees through the electronic payment gateway.
  6. Receive a notification confirming that the application has been submitted to the Authority.

Lead Time of Certification

Lead time
7-10 days

The lead time for Oman type approval certification is 7–10 days, provided that the application meets all requirements and includes all necessary documents.

If any documents are incomplete, the TRA will grant a 30-day period from the date of submission to complete them. If the required attachments are not submitted by the specified deadline, the application will be automatically rejected.

Validity Period

Validity
4 years

The validity period for Oman type approval certification is four years. This period is calculated from the date the certificate is issued. The type approval certificate must be renewed before its expiration date.

During the certificate’s validity period, if there are changes to the RF specifications, a new certificate application is required. Changes that do not require a new certificate apply only in the following cases:

  • A change in the manufacturer’s name.
  • Changing the model name and brand without altering the original characteristics of the telecommunications device.
  • Adding new features to the telecommunications device without changing the device’s form or original characteristics.

Label Requirements

E-labeling
Allowed

After obtaining a type approval certificate, the TRA requires that a label be affixed to the outer casing of telecommunications devices. The label must be placed in a clearly visible location.

If this is not possible due to the small size of the device or other reasons, the certification mark may be placed in the user manual.

TRA Approval Mark

The type approval label design (Approval Mark) shall include the following data:

  • Have a white background and black writing, and the colors can be reversed
  • Right part: The Authority logo
  • Left part (if provided by TRA): QR code for Type Approval Certificate (provided by TRA)
  • The Middle part, which includes the following:

a. Name: Telecommunications Regulatory Authority.
b. Authorized Registration Number: (provided by the Telecommunications Regulatory Authority).
c. Type Approval/Approval Number: (submitted by the Telecommunications Regulatory Authority).

TRA Approval Mark

In general, all devices are required to bear a type approval label. However, the TRA exempts certain devices from this requirement.

  • Devices used for automotive-related applications that are pre-equipped in imported vehicles.
  • Systems and interface cards that have already been installed in data center cabins before being imported into the Sultanate of Oman.
  • All imported equipment for installation in the public telecommunications networks of licensees.
  • Any other devices that the Authority decides to exempt, provided that the list of devices is published on the Authority's website.

More on Labeling

TRA allows and supports the affixing of electronic labels on certified telecommunications devices. However, this is subject to the condition that the label includes, at a minimum, the approval certificate number.
