Syria type approval

Syria Type Approval Summary

Currently, Syria is a telecommunications market undergoing significant transformation. From a market that was once devastated by conflict, the country is increasingly attracting attention from regional and international investors.

According to DataReportal, with approximately 9.25 million internet users—representing a penetration rate of ~35–36% of the total population of about 24 million—Syria is no longer a small domestic market. Its geographic location gives it potential strategic importance for regional connectivity projects linking the Gulf, Asia, and Europe.

This makes Syria an attractive market for manufacturers or importers looking to market their telecommunications equipment there. Understanding the applicable compliance requirements is essential before entering this market.

The regulatory compliance scheme for telecommunications equipment in Syria is called “SY-TPRA Type Approval.” SY-TPRA stands for the Syrian Telecommunications & Post Regulatory Authority, which is the regulator for the telecommunications and postal sectors.

SY-TPRA’s responsibilities include regulating and developing the telecommunications sector, managing licensing processes, overseeing the use of radio frequency spectrum, and establishing telecommunications security requirements.

Within the scope of type approval, SY-TPRA is responsible for regulating technical compliance, evaluating type approval applications, and issuing certifications.

Obtaining SY-TPRA Type Approval is a key regulatory requirement for placing telecommunications equipment on the Syrian market. This certification is an important step toward achieving regulatory compliance and participating in emerging telecommunications opportunities within the region.

Who Can Be an Applicant?

Local representative
Required

Applicants for type approval certification in Syria must be local companies. They may be local importers, local distributors, or local agents.

These local companies must also be registered as dealers. Foreign manufacturers cannot apply directly. They may use a local representative to handle this process.

Application Method

In-country testing
No
Paperwork only
Yes

SY-TPRA uses the European Union (EU) approach in the type approval process. Equipment must comply with the standards set by that international organization. This is demonstrated by a test report based on testing conducted in accordance with EU procedures.

Applicants may use any testing laboratory worldwide that is designated to conduct testing in accordance with EU procedures. To submit an application in Syria, applicants must attach this test report.

The test report and other document requirements must be submitted to the authority. Then, the authority will review and verify the documents.

Local Testing

Generally, there is no mandatory local testing required to apply for type approval certification in Syria. However, SY-TPRA may request test samples for inspection, testing, and comparison with equipment of the same type that will be imported into Syria at a later date.

Sample Requirements

In general, there are no sample requirements for SY-TPRA type approval. However, if the authorities request an inspection, testing, or comparison with imported equipment, a sample will be required. The authorities will typically ask the applicant to submit one standard sample.

Document Requirements

Documents that must be submitted with the application:

  • Application Form
  • Declaration of Conformity
  • Proof of payment for the prescribed Type Approval fee
  • Basic technical specifications of the equipment
  • Technical/operational documentation in Arabic or English
  • Test reports according to the equipment type

Submission process

Essentially, when applying for type approval in Syria, the applicant must submit an application using a form approved by SY-TPRA. All required supporting documents must be submitted to the authorities for verification.

Documents that pass the evaluation will immediately receive a certificate. However, for documents that do not pass, the applicant must complete and correct them before resubmitting them to the authorities.

Lead Time of Certification

Lead time
20 days

The processing time for SY-TPRA type approval through the administrative method is 20 business days. This period begins once all required documents have been submitted.

This process will proceed on schedule if the documents are accurate and complete from the start. If any documents are incomplete, causing the evaluation to fail, the processing time will be longer.

Validity Period

Validity
3 years

The SY-TPRA certificate is valid for three years. After that, if the telecommunications product is still being marketed and sold in Syria, the certificate must be renewed.

SY-TPRA will re-evaluate new formal applications. Applications for renewal of the type approval certificate may be submitted during the last three months of the certificate’s validity period.

Applications submitted after the certificate’s expiration date will be subject to the fees applicable to new applications.
