Kuwait Type Approval Summary
Kuwait is considered one of the most advanced and mature telecommunications markets. This is due to its highest digital penetration rate in the Gulf Cooperation Council (GCC) region. Compared to Oman and Bahrain, digital adoption and 5G penetration in Kuwait are the highest, according to the Global System for Mobile Communications Association (GSMA).
In terms of the Information and Communications Technology (ICT) market size, according to Mordor Intelligence, Kuwait is valued at approximately US$3.42 billion in 2026 and is projected to grow to US$4.13 billion by 2031. With an area of 17,818 km² and a population of approximately 4.82 million, the country presents an attractive market to explore.
Before attempting to market ICT products in Kuwait, manufacturers and importers need to be aware of the local compliance requirements in effect there. This compliance instrument is known as the “CITRA Type Approval Certificate.”
CITRA stands for the Communication and Information Technology Regulatory Authority. It is an independent regulatory authority established under Law No. 37 of 2014 that is responsible for overseeing the telecommunications and information technology sectors in Kuwait. The authority is responsible for type approval, including setting regulations for services and issuing licenses for telecommunications services.
Understanding how to obtain type approval certification in Kuwait provides a strategic entry point into the GCC region, opening opportunities in neighboring countries.
