Fiji Type Approval Summary
Fiji is the most advanced and connected telecommunications market in the South Pacific region. The country serves as a strategic hub for undersea cables and a technology gateway for neighboring island nations.
Compared with other Pacific nations, Fiji has high mobile adoption and internet penetration. According to DataReportal, the number of internet users stands at 741,000, or 79.3% (nearly 80%) of the total population of approximately 900,000. In addition, there are 1.42 million mobile connections, or about 152% of the total population.
This makes the Fijian market quite promising for manufacturers or importers looking to market their telecommunications devices there. To enter the region's most advanced market, the first step is understanding the applicable compliance requirements.
This compliance requirement is known as “TAF Equipment Type Approval.” TAF stands for the Telecommunication Authority of Fiji, the authority responsible for regulating Fiji's telecommunications sector.
TAF was established under the Telecommunications Act of 2008 with the goal of eliminating the long-standing monopoly and moving toward an open, competitive, fair, and technologically advanced market. Within the scope of type approval, TAF’s responsibilities include regulatory oversight, evaluation of certification applications, and issuance of certificates.
The TAF type approval certification process is unavoidable. Understanding it from the outset will make it easier for manufacturers and importers to market their devices seamlessly in Fiji.
Who Can Be an Applicant?
- Local representative
- Not required
TAF streamlines the type approval process, starting with the requirements for applicants. Any company can apply for this certification—not only local companies, but foreign manufacturers as well can apply directly.
In fact, TAF recommends that foreign manufacturers use a representative or authorized agent in the country to streamline the process. This will be very helpful, particularly regarding payments, import permits, and follow-up procedures (for example, if TAF requests samples).
Application Method
- In-country testing
- No
- Paperwork only
- Yes
Generally, the equipment type approval process in Fiji does not require testing at a local testing laboratory. All applications use paperwork or document evaluation.
TAF accepts type approval results from the European Union (EU), the U.S. Federal Communications Commission (FCC), and RCM Australia (and New Zealand). A mark of conformity (certificate or declaration of conformity) from these international bodies must be included with the application. Test reports must also be included.
Once these two documents and any other required documents have been gathered, the applicant can send the application directly to the TAF office in Suva. Then, the applicant must also confirm the submission by mail.
TAF will evaluate all document submissions to make sure the product meets technical requirements that are allowed in Fiji. If the document passes the evaluation, the certificate will be issued immediately. If the document does not pass the evaluation, the applicant must complete and correct the document. Then, resend all documents directly to TAF office and also make confirmation again by email.
Local Testing
In some cases, TAF can ask the applicant to do local testing in Fiji. It will happen randomly to make sure the application and the product are the same. If it happens, the applicant may need to provide an equipment sample.
Sample Requirements
If TAF requests local testing, samples must be submitted. Typically, this includes one normal sample along with descriptions, certifications, and photos of the equipment.
Document Requirements
Application includes relevant documentation such as:
- Application Form
- Proof of payment for the type approval application
- All technical documentation of the equipment in soft/hard copy
- Certificate of Approval from the equipment manufacturer to the type of approval (‘TA’) agent (if using an agent)
- Declaration of equipment conformity to international standards (FCC, EU, ITU)
- Certificate of equipment conformity to such standards (if using the CE or FCC procedures)
- Type approval certification(s) from Australia and/or New Zealand (if using the RCM procedure)
- Equipment test reports from recognized test laboratories
Submission process
- Submission
- Offline
Currently, Fiji only accepts applications by direct submission to the TAF office. There is no online submission process for this process.
Applicants must send all document requirements to the TAF office at Level 1, 76 Gordon Street, Suva, via post: G.P.O. Box 13413, Suva, Fiji Island. After that, you also need to confirm submission of the application via email to contact@taf.org.fj.
Lead Time of Certification
- Lead time
- 10 working days
The lead time for TAF type approvals submitted manually to the regulatory authority’s office is relatively short. Through the paperwork process, the lead time is 10 business days. The count begins on the date the application is received, provided it is accompanied by all required documents that are complete and accurate.
Validity Period
- Validity
- Permanent
TAF type approval certificates have no expiration date. Once issued, the certificate remains valid for the entire service life of the equipment in question and does not need to be renewed.
New certification is required only if there are modifications to the product’s RF specifications. This is necessary to ensure that the changes still comply with the technical specifications in effect in Fiji.
Label Requirements
- Product label
- Not required
- Approval mark
- Not required
- Label registration
- Not required
TAF does not require special labels for approved equipment. However, equipment type approved in Fiji must depict one of the following:
a. RCM Mark for Australia-approved certificates
b. CE on equipment approved in the European Union
c. FCC mark on equipment approved in the United States
