Nauru type approval

Nauru Type Approval Summary

Nauru is one of the smallest telecommunications markets in the world. However, the country is undergoing a major digital transformation from satellite dependence to undersea fiber-optic connectivity and modern telecommunications infrastructure.

In 2024, Nauru inaugurated the first Starlink Community Gateway in the Pacific region through a partnership between the state-owned company, Cenpac Corporation, and Starlink (SpaceX). This network officially began carrying large-scale data traffic (transit) in January 2025.

In August 2025, with support from Australia, the U.S., and Japan, the East Micronesia Cable System officially landed in Nauru. This marked the end of the era of complete reliance on satellites.

With an area of 21 km² and a population of approximately 12,000 people, Nauru presents unique opportunities within the Pacific telecommunications sector. This rapid digital development may also encourage increased imports of telecommunications equipment from global manufacturers and suppliers.

Based on publicly available information, Nauru does not appear to maintain a comprehensive standalone type approval regime comparable to those implemented by larger regulators such as IMDA, ACMA, or NCC. Equipment compliance is primarily administered by the Naoero Communications Authority (NCA).

The NCA is the primary regulatory body for the communications sector in Nauru. The authority was established under Part 2 of the Communications and Broadcasting Act 2018. This authority is responsible for implementing and enforcing the legislative and regulatory framework governing telecommunications, broadcasting, communications networks, and the radio spectrum.

Understanding the compliance requirements for telecommunications equipment in Nauru is a crucial step toward entering the Nauruan market. By doing so, manufacturers and suppliers can gain a foothold in one of the emerging Pacific markets.

Who Can Be an Applicant?

Local representative
Not required

The NCA makes it much easier to submit compliance applications. This is evident in the straightforward application requirements.

In Nauru, it’s not just local companies that can submit applications. A foreign manufacturer can apply for compliance directly without appointing a local company.

Application Method

Under Part 6 of the Communications and Broadcasting (Radio Spectrum Management) Regulations 2024, the NCA may type accept radiocommunication equipment through either of the following pathways:

1. Equipment may be type accepted by the NCA if it complies with one or more of the following Reference Standards of Conformity, depending on the technology incorporated in the equipment:

  • International Telecommunication Union (ITU)
  • European Telecommunications Standards Institute (ETSI)
  • Institute of Electrical and Electronics Engineers (IEEE)
  • International Electrotechnical Commission (IEC)

Applicants must submit test reports from an accredited testing laboratory in accordance with the procedures established by these standards.

2. The NCA may type accept radiocommunication equipment that has been approved by accredited type approval bodies or tested by accredited laboratories recognized by the following authorities:

  • Australian Communications and Media Authority (ACMA)
  • U.S. Federal Communications Commission (FCC)
  • UK Office of Communications (OFCOM)

Applicants must attach approval documents from these approval bodies. Additionally, the NCA will also verify the markings or labels on the device, which indicate that the device meets the criteria established by the respective approval body.

Application Process

Applicants must pay the certification processing fee and attach proof of payment to the application documents. Once all documents have been gathered, applicants may submit them via the online application form provided by the NCA.

Sample Requirements

Based on publicly available information, no mandatory local testing requirement has been identified. Consequently, no sample submission requirement has been publicly specified by the NCA.

Document Requirements

Nauru has a minimal and highly streamlined product compliance framework. Publicly available regulations indicate that supporting conformity evidence may be required, such as test reports demonstrating compliance with recognized standards or approval documents issued by recognized foreign authorities.

Submission process

Submission
Online

The compliance application in Nauru does not require many documents to be submitted. However, the application must still be submitted online via the following website: https://form.jotform.com/naurutelecom/nauru-telecommunications-license-ap.

After that, the entire process will be conducted online. You will receive a special notification sent via email or to the cell phone number listed on the registration form.

Lead Time of Certification

Lead time
Not publicly specified by the NCA

Nauru does not provide detailed information on how long the document verification process takes after an applicant submits an application through the designated online portal. Since there is no on-site testing, the verification process typically does not take long.

Generally, in some countries, this process takes 3–15 days, depending on the application backlog. This timeframe also depends on the completeness and accuracy of the documents. Incomplete or incorrect documents will cause the process to take longer than it otherwise would.

Validity Period

Validity
Not publicly specified by the NCA.

If conformity evidence is based on an ACMA DoC, the underlying ACMA documentation may have its own validity period. However, no specific validity period for Nauru equipment approval has been identified in publicly available NCA regulations.

The streamlined compliance process in Nauru is further facilitated by the absence of labeling requirements. The NCA will only verify the mark issued by an accredited certification body.

This mark is sufficient to ensure that the device meets compliance requirements. Once the NCA confirms that the device meets the submission requirements, it may be marketed and used in Nauru.
