Tonga type approval

Tonga Type Approval Summary

Tonga's telecommunications market is relatively small and concentrated among a limited number of service providers, while also being highly vulnerable to natural disasters.

However, it serves as an important case study for the resilience of digital infrastructure in the South Pacific and its rapidly growing digital sector, supported by ongoing infrastructure development and the government's efforts to accelerate digitalization.

According to the International Telecommunication Union (ITU), Tonga’s internet penetration rate has reached 58.5%. In addition, the government strongly supports digital transformation in the public and private sectors through the National E-Commerce Strategy Roadmap.

With more than 170 islands, a total area of roughly 748 km², and a population of approximately 103,000 to 106,000 people, Tonga presents business opportunities for manufacturers and importers of telecommunications equipment. An initial challenge that must be addressed before marketing telecommunications devices there is understanding the applicable compliance requirements.

This compliance requirement is known as “CCT Type Approval.” CCT stands for the Communications Commission Tonga, an independent authority responsible for regulating communications services in the country.

The CCT is tasked with overseeing the development of secure and reliable digital infrastructure. In this regard, it is responsible for administering the national type approval framework. This authority manages and establishes regulations, evaluates submitted application, issues certificates, and monitors device compliance.

Understanding the process for obtaining CCT type approval certification means you’ve overcome one major hurdle to marketing telecommunications products in Tonga. This paves the way for you to smoothly expand your global marketing efforts into this region of the South Pacific.

Who Can Be an Applicant?

Local representative
Not required

Despite the many challenges involved in entering Tonga’s telecommunications market, the CCT has simplified the requirements for anyone wishing to market their products there. Foreign manufacturers are not required to appoint a local representative to apply for certification. Foreign manufacturers can apply as equipment suppliers in Tonga.

Application Method

In-country testing
No
Paperwork only
Yes

Tonga also simplify the application method for applying for type approval certification. There is no mandatory local testing.

Paperwork or document evaluation is the only method to apply for the certificate. Tonga accepts conformity assessments of equipment from various international organizations for this process.

Equipment must meet the assessment standards of these international organizations, as evidenced by the issuance of a certificate or declaration of conformity and the affixing of labels that include:

  • CE Mark European Union (EU) for RF, safety, and EMC standard
  • FCC Mark United States for RF, safety, and EMC standard
  • KCC Korea Mark for RF, safety, and EMC standard
  • C-Tick Australia for EMC Standard
  • VCC Japan Mark for EMC Standard
  • CCC China Mark for safety and health standard
  • BSMI Taiwan Mark for safety and EMC standard

A copy of the certificate/declaration of conformity must be submitted to CCT. Then, all required documents must be submitted to the CCT office in Nuku’alofa or via email.

Local Testing

The Regulator may sample unit and technical specifications for proof of compliance if necessary.

Sample Requirements

Generally, a sample is not required for type approval certification in Tonga. However, in certain cases, the regulator may request local testing to verify compliance.

If this occurs, the applicant must submit a sample to the CCT. Typically, one production sample and the relevant technical specifications are required.

Document Requirements

Here's the documents requirement for this certification:

  • Application Form
  • Technical document of equipment (description, type/model, serial number, include manufacturer of the equipment)
  • Test Report/Copy of Certificate/Declaration of Conformity
  • Supplier's Declaration of Conformity

Submission process

Submission
Online and offline

All applications for Type Approval shall be submitted to the CCT by online and offline:

  • Via Post to Communications Commission Tonga - P.O. Box 1380 - Nuku'alofa, TONGA
  • Via Email to paulm@mic.gov.to

If the Regulator is not satisfied in respect to any aspect of the application, it reserves the right to reject the application. The Regulator must provide written notice within two days of the decision, stating the reasons for rejection. However, the applicant can reapply with the required documents without an extra fee.

Lead Time of Certification

Lead time
5 days

The lead time for type approval certification in Tonga is quite fast. The Regulator must decide on the application within five days of receiving all required information. If no decision is made, the application is deemed approved.

The lead time will be met as long as there are no incomplete or incorrect documents. If that happens, the process will be delayed while the documents are corrected and completed. CCT will review them again, and that will take additional time.

Validity Period

Validity
5 years

Type approval certificates in Tonga are valid for only five years. If a product is still being marketed after five years, a new certificate must be applied for.

To apply for a new certificate, you must submit the required documents and follow the same process as for the initial application.

Label registration
Not required

It’s not just the applicants and the certification process that are straightforward in Tonga. Once a device passes verification, it can be marketed immediately.

There is no requirement to affix a label to any certified telecommunications product. Manufacturers or labelers also do not need to take the initiative to affix the certificate number as proof.
