Vanuatu type approval

Vanuatu Type Approval Summary

Among the many island nations in the Pacific, Vanuatu is a small archipelago that has become one of the fastest-growing telecommunications markets in terms of mobile penetration. According to the Telecommunications, Radiocommunications, & Broadcasting Regulator (TRBR), mobile penetration in the country stands at around 95% to 96% of the total population of approximately 350,500.

The expansion of mobile data services is driving the continued growth of gross revenue in the telecommunications market. By 2026, revenue is projected to increase by approximately 7%.

Vanuatu’s telecommunications market is not without challenges. With a total area of 12,281 km² comprising more than 80 islands, the country’s greatest challenges relate to geography, disaster resilience, and connectivity to remote islands.

These challenges do not make Vanuatu’s telecommunications market unattractive. With its promising growth, this Pacific market should be considered by manufacturers and importers looking to market their telecommunications products.

Another challenge in penetrating this developing market is compliance with applicable regulations. These compliance requirements are known as “TRBR Type Approval.”

These compliance requirements are directly regulated by the TRBR, an independent body responsible for regulating telecommunications, radiocommunications, and broadcasting services in Vanuatu.

TRBR is an independent regulator established under the Telecommunications, Radiocommunications, and Broadcasting Regulation Act No. 30 of 2009. This Act was subsequently amended by Amendment No. 22 of 2018.

The Act assigns TRBR the responsibility to develop the telecommunications and broadcasting sectors and to manage the radio frequency spectrum. This aims to promote national, social, and economic development.

Within the scope of type approval certification, TRBR’s responsibilities extend beyond simply issuing certificates. It also establishes regulations, evaluates each submitted product, and authorizes equipment for sale and use in Vanuatu.

Obtaining TRBR type approval certification can be challenging if one does not fully understand the process. Therefore, manufacturers and importers need to be aware of these requirements before marketing their telecommunications devices in the Vanuatu market.

Who Can Be an Applicant?

Local representative
Not required

In Vanuatu, not only local companies can be an applicant for TRBR type approval certification. Foreign manufacturers may apply directly and be listed as the certificate holder.

Application Method

In-country testing
No
Paperwork only
Yes

TRBR type approval certification process is paperwork or document evaluation. There is no mandatory local testing for this process.

Vanuatu accepts inspection results and test reports from the European Union (EU). Equipment must comply with the International Commission on Non-Ionizing Radiation Protection (ICNIRP) guidelines regarding exposure limits to time-varying electric, magnetic, and electromagnetic fields.

In accordance with EU procedural guidelines, equipment specifications must meet the standards set forth in ETSI EN, IEC, or other international organizations.

Applicants must have their equipment tested at a testing laboratory recognized by these international organizations. The test report must be included with the application.

Vanuatu also accept Recognition of Type Approvals by a recognized certification body as an alternative to apply for the certificate.

Recognition of Type Approvals

Devices that have already been certified by a recognized certification body are allowed to be distributed directly without undergoing certification. However, dealers must include any required documents.

The certification bodies recognized by TRBR are as follows:

  • Australia - Australian Communications and Media Authority
  • China - Certification and Accreditation Administration of China
  • Chinese Taipei - Bureau of Standards, Metrology and Inspection
  • European Union - Conformité Européenne
  • Hong Kong - Office of the Communications Authority
  • Japan - Voluntary Council for Control of Interference by Information Technology Equipment of Japan
  • Malaysia - Malaysian Communications and Multimedia Commission
  • Singapore - Infocomm Development Authority
  • South Korea - Korea Communications Commission
  • USA - Federal Communications Commission

Once all application requirements are met, applicants may submit all documents through the online portal.

Sample Requirements

TRBR does not ask for sample requirements for the type approval certification process. All of this process is paperwork. There is no local testing and no special request for a random product inspection.

Document Requirements

The application should be accompanied by:

  • Application Form
  • Technical documentation
  • Technical evaluation process report
  • Related user operation manual
  • Test report from the accredited laboratory
  • Declaration of Conformity certificate from the relevant Regulator Authority

For Recognition of Type Approvals, dealers must include the following documents:

  • The manufacturer of the device
  • The current model number for the device
  • Evidence of type approval from a recognized certification body
  • Any manufacturer’s documentation supplied with the device that outlines specifications for the correct installation and operation of the device
  • TRBR may request a test report to ensure that the device’s technical specifications comply with the applicable regulations in Vanuatu

Submission process

Submission
Online

TRBR type approval certification by the paperwork method is processed online. All complete documents can be submitted through the Vanuatu Single Window Portal. Applicants must register to create an account on the portal.

Lead Time of Certification

Lead time
30 days

The lead time for TRBR type approval certification is quite long. Typically, TRBR processes applications within 30 days of receiving the application documents.

Validity Period

Validity
Permanent

There is no validity period for a TRBR type approval certificate. The certificate is valid indefinitely as long as there are no changes to the specifications.

If changes occur, the applicant must submit a new application. The process and the document are the same as for initial submission.
