Papua New Guinea type approval

Papua New Guinea Type Approval Summary

Papua New Guinea (PNG) is an emerging telecommunications market with significant potential. According to Steven Matainaho, Secretary of the PNG Department of Information and Communications Technology (DICT), broadband coverage in the country has doubled, rising from 40% in 2020 to 80% in 2025.

This expansion has also positively impacted the telecommunications sector, which generates approximately 3 billion kina in annual revenue and serves as a significant contributor to PNG's economy.

On the other hand, with a total land area of approximately 462,840 km², PNG also presents extreme geographical and infrastructure challenges for the telecommunications market. Nevertheless, with a population of approximately 11.8 million, this market remains to be explored, with considerable opportunities for manufacturers and importers.

Another challenge for manufacturers and importers seeking to market telecommunications devices in PNG is understanding the applicable regulatory compliance requirements. This requirement is known as “NICTA Type Approval.”

NICTA stands for National Information & Communications Technology Authority, the government agency responsible for regulating and licensing Information and Communications Technology (ICT) in Papua New Guinea.

In terms of type approval certification, NICTA is responsible for establishing technical regulations, evaluating certification applications, and issuing certificates. Additionally, the authority helps ensure that telecommunications products distributed within PNG comply with the applicable regulatory requirements.

Obtaining NICTA type approval certification is the legal way to market ICT devices in PNG. Understanding the procedures and process for obtaining the certificate will ensure that the marketing process runs smoothly.

There are four schemes and two processes that are chosen by applicants to apply for NICTA type approval certification.

Type Approval Scheme

The type approval certification process in PNG is divided into four schemes:

1. Customer Equipment (CE): A person or a dealer is permitted to sell any unregulated Customer Equipment, and it is not subject to type approval test. It is required that the equipment comply with NICTA standards and International standards recognized by NICTA.

2. Controlled Customer Equipment (CCE): As specified in section 191 of the NICT Act, Controlled Customer Equipment (CCE) is certain customer equipment that connects a customer network to a provider facility, and it shall be subject to the Type Approval Regulation.

3. Compulsory Equipment Registration Scheme (CERS): The CERS applies to all categories of radiocommunications apparatus, satellite communication apparatus and covers categories of apparatus. All apparatus under CERS are subjected to NICTA’s Type Approval regime including any test and certification requirements.

4. Simplified Equipment Registration Scheme (SERS): The SERS Scheme applies to Short Range Devices (SRD) or Low Interference Potential Devices (LIPD), and no type approval test is required. However, the device must be registered in the type approval equipment register for the purpose of substantiating compliance.

Type Approval Process

1. Normal Process by Product Testing

NICTA only accept paperwork or document evaluation as the method to apply for certification. For the CCE, CERS, and SERS Schemes, testing must be conducted at a testing laboratory. Testing may be performed at a recognized international testing laboratory.

The test report must be attached as one of the required documents. However, if necessary, NICTA may request that the applicant submit a sample for further evaluation and verification against the submitted documentation.

2. Fast Track Type Approval

NICTA offers a fast-track process if the equipment has already been certified through international procedures of the European Union (EU), the Federal Communications Commission (FCC), and Australian Communications and Media Authority (ACMA). Indicated by the CE Mark, FCC Mark, and ACMA C-Tick/ACMA RCM.

NICTA only requires the test report and a copy of the Declaration of Conformity (DoC) certificate as required documents.

Certificate Issuance

  • CERS Scheme: The document issued upon successful completion of Type Approval is a certificate.
  • SERS Scheme: It is a Letter of Acceptance and Confirmation.
  • CE and CCE: The applicant does not receive a document; instead, the equipment is listed as registered on the NICTA website.

Sample Requirements

If NICTA requests the applicant to do local testing, it needs a sample to send. Please submit one normal sample to the NICTA office in Baroko, Papua New Guinea.

Labels must be affixed to devices that go through the CCE or CERS schemes. For those using the fast-track route, NICTA may accept compliance labeling marks from internationally recognized type approval regimes.

NICTA Label

  • The broken letter N represents the NICTA (National Information & Communications Technology Authority) as the ICT equipment regulator in PNG
  • The tick shows that an ICT equipment has passed the NICTA compliance requirements
  • This sign is the Official NICTA Regulatory Compliance Label
