Egypt Type Approval Summary

Egypt is one of the fastest-growing and most strategic Information and Communication Technology (ICT) sectors in the Middle East and North Africa (MENA) region. One contributing factor is its large population. With an area of 1.002.000 km², the country serves a massive domestic market with a population exceeding 116 million.

Furthermore, the telecommunications market in Egypt is driven by rapid digitalization and infrastructure transformation toward 5G rollout. This makes it an attractive market for selling your telecommunications devices there.

Before entering this market, manufacturers and exporters must comply with Egypt's mandatory product regulations, commonly known as “NTRA certification.” NTRA stands for the National Telecom Regulatory Authority, a government regulatory body established under Law No. 10 of 2003.

The primary responsibility of this regulatory body is to manage and regulate the domestic telecommunications sector. One of its roles is to oversee Egyptian type approval and telecommunications licensing.

Within its certification scope, the authority is responsible for managing radio frequency spectrum allocation, conducting testing and evaluation of telecommunications products, and issuing Egyptian type approval certificates.

Obtaining NTRA type approval certification is a requirement that must be met by every manufacturer and importer wishing to market their products in Egypt. Narmadi Company will help you understand the process, from the required documentation to certificate issuance and labeling requirements.

Who Can Be an Applicant?

Local representative
Not required

Egypt is opening opportunities for companies worldwide to market their telecommunications products. This is being done by easing the requirements for applicants seeking type approval certification.

Equipment manufacturers, brand representatives, or authorized local and foreign companies. Thus, it is not only local importers who can apply for NTRA type approval.

For applicants from abroad, the company’s locations or branches are grouped into several categories. Countries are divided into three categories: 1st country categories, 2nd country categories, and 3rd country categories. Here is the list:

  1. 1st categories countries: European Union member states, the United Kingdom, Switzerland, Norway, Iceland, Australia, New Zealand, the United States, Canada, Russia, Japan, South Korea, Singapore, and (Taiwan/PRC).
  2. 2nd categories countries: China and India.
  3. 3rd categories countries: all other countries except those in Categories 1 and 2.

Application Method

Yes

The type approval certification application process in Egypt is divided into three schemes: Light, Medium, and Strict. The Light scheme applies if the manufacturer (brand owner) is accredited under ISO 17025 for product EMC testing.

The Intermediate application scheme applies to products manufactured in countries other than those classified as Category 1 and 2. Meanwhile, the Strict application scheme applies to products manufactured in Category 2 countries, namely China and India.

The NTRA approval certification process uses a paperwork-based method, or document evaluation. However, local testing is still required for products considered high-risk, such as mobile phone/cellular tablet, cellular repeaters, or DECT phones.

Paperwork Only

Paperwork, or document review, is a common method used to apply for NTRA certification. This process involves evaluating existing test reports and other supporting documents. Therefore, manufacturers must already have obtained CE or FCC certification prior to submission.

Sample Requirements

If local testing is required, the applicant must submit samples for testing. For products classified as “Mobile Phones” or “Mobile Tablets,” two samples must be submitted: one Final Sample (standard sample) and one WAN Wireless Network Sample featuring an SMA interface connected to the product’s mobile port.

For Mobile Repeater products, one confirmed sample must be submitted. The sample must provide a Type N or SMA interface to the product’s MS (Mobile Station) and BS (Base Station) ports. For DECT phone products, one final sample must be submitted to NTRA.

Document Requirements

Light Certification Scheme

  1. Type Approval Application Form (will provide the draft by the agent).
  2. Data Sheet & Operational Description of the product.
  3. ISO Certificates of the manufacturer (brand owner) if available.
  4. EU-Type Examination Certificate (if available); Manufacturer (brand owner) Declaration of Conformity Certificate.
  5. Complete compliance test reports according to European (CE) or American (FCC/UL) or International (IEC) standards.
  6. Product External & Internal photos.
  7. Product Labeling Photos.
  8. Arabic Manual (For products targeting the public, like mobile phones, home routers, etc.).

Intermediate Certification Scheme

  1. Type Approval Application Form.
  2. Data Sheet & Operational Description of the product.
  3. ISO Certificates of the manufacturer (brand owner) if available.
  4. EU-Type Examination Certificate (if available)
  5. Manufacturer (brand owner) Declaration of Conformity Certificate.
  6. Complete compliance test reports according to European (CE) or American (FCC/UL) or International (IEC) standards.
  7. Product External & Internal photos.
  8. Product Labeling Photos.
  9. Arabic Manual (For products targeting the public, like mobile phones, home routers, etc.).

The following documents shall be added only in case of manufacturing in Egypt:

  1. Manufacturing Permit issued by NTRA.
  2. A video for the manufacturing process in the Egyptian factory with its different stages.

Tight Certification Scheme

  1. Complete CE test reports issued in the first step.
  2. VoC Certificate issued in the first step.
  3. ISO Certificates of the manufacturer (brand owner), if available.
  4. Data Sheet & Operational Description of the product.
  5. Arabic user manual (for products marketed to the public, people like home and mobile phones, home routers, etc.).
  6. Type Approval Application Form.

Submission process

Submission
Online

Applicants must submit the required documents according to the application category through the Digital Portal for Type Approval Services. If the product falls under a category that requires local testing, samples must also be submitted.

Once the documents have been submitted or the samples have been confirmed to have passed local testing, the applicant must pay the applicable type approval fee. After that, a Type Approval certificate will be issued for the product.

Lead Time of Certification

Lead time
Paperwork: 14 days. Local Testing 4-5 weeks.

The NTRA certification application process using the standard method—paperwork—requires a lead time of approximately 14 days. However, for devices classified as Mobile Phones/Cellular Tablets, Cellular Repeaters, or DECT Phones that undergo local testing, the lead time is approximately four to five weeks.

This longer lead time for local testing is typically influenced by the backlog at the testing laboratory and the smoothness of the testing process itself. Ensuring that all documents and samples are complete and accurate from the start will help keep the process on schedule.

Validity Period

Validity
Permanent

Once an NTRA certificate is issued, the certificate holder may use it indefinitely. The certificate has no expiration date and does not need to be renewed.

However, if there are technical modifications or changes to product information, these must be reported to the authorities. The NTRA will confirm whether the changes require a certificate update.

NTRA does not have specific labeling requirements for devices that have already been certified. The requirements pertain more to what information must be included and where it should be placed.

Each certification application scheme may require different information. This information will be verified by officials, particularly when the product is undergoing clearance. The inspection will verify that the information listed on the label matches the information listed on the NTRA certificate.

The following is the required information and label placement for each scheme:
