Uganda Type Approval Summary
Uganda is one of the most dynamic and competitive telecommunications markets in East Africa. This is driven by rapid growth in data services, mobile money, and the adoption of new technologies.
Uganda's telecommunications sector has experienced a significant shift from traditional voice-based communications toward internet connectivity, streaming services, social media platforms, and fintech applications. The country is also recognized for its widespread adoption of mobile money services, highlighting the growing role of digital financial solutions in everyday life.
With a land area of approximately 241,038 km² and a population of about 45–50 million, Uganda represents an attractive market for the telecommunications industry. Manufacturers and suppliers looking to enter this market need to be aware of the applicable compliance requirements.
In Uganda, the compliance requirement for telecommunications devices is known as “UCC Type Approval.” This is a compliance mechanism directly regulated by the Uganda Communications Commission (UCC), the national communications regulator, including telecommunications, data communications, broadcasting, postal communications, radio communications, and infrastructure services throughout Uganda.
In the telecommunications and radio communications sectors, the UCC is responsible for ensuring that all telecommunications equipment distributed and used in Uganda meets applicable compliance standards. The authority oversees this process by establishing technical standards, evaluating applications, and issuing type approval certificates.
Manufacturers and importers need to understand the processes and procedures involved in obtaining this certification. This is essential to ensure a smooth entry into Uganda’s growing market in East Africa.
Who Can Be an Applicant?
- Local representative
- Not required
Uganda allows anyone to apply for type approval certification. Legal entities, individuals, or foreign manufacturers may register devices provided they are first registered with the authorities.
Registered legal entities may be categorized as Manufacturers, Assemblers, Importers, Distributors, Network Operators/Service Providers, or Authorized Agents.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
Uganda offers two certification schemes: Standard Type Approval and Type Acceptance. Both schemes generally use a paperwork method because local testing is not a typically required for certification applications.
Standard Type Approval
This is the general scheme for the Type Approval process. Equipment must meet the technical standards set by the authorities to obtain certification.
Uganda uses the same approach as the European Union (EU) in this process. The technical specifications of the equipment must comply with ETSI EN standards (EU standards). Equipment testing must also be conducted by an ISO/IEC 17025-accredited testing laboratory, in line with internationally recognized conformity assessment practices.
A test report must be attached as one of the required documents. Along with other documents, the Type Approval application is submitted through the online portal provided by the authority.
Type Acceptance
This is a scheme where equipment has already obtained a Certificate of Conformity (CoC) from national conformity assessment bodies (national authorities) through Mutual Recognition Agreements (MRAs). This scheme may also be used if the equipment has already obtained a certificate.
The applicant is not required to attach a test report as part of the documentation requirements. However, a copy of the certificate from the recognized
national authority is required.
Once all required documentation has been compiled, it is submitted through the same process used under the Standard Type Approval scheme.
Certificate Issuance
Where the Equipment conforms to all the requisite standards and appropriate fees have been paid, the Commission shall issue a Type Approval certificate.
Sample Requirements
While local testing is not typically required, UCC may require applicants to submit product samples as part of the evaluation process. For end-user devices, applicants must submit samples as part of the application requirements.
For non-end-user devices, sample submission may be required at the discretion of the Commission. Samples may also be requested under the Type Acceptance scheme. The number of samples to be submitted shall depend on the evaluation required, as shall be determined by the Commission.
The Applicant shall submit complete samples that meet the following criteria for evaluation:
- Clearly marked with the brand and type/model designation
- New sample chosen from the production. Used or re-conditional or research and development (R&D) sample shall not be accepted
- Sample from final prototype model may be submitted only in the case of locally manufactured equipment
- Supplied with all relevant accessories and peripherals, if applicable
Document Requirements
For Type Acceptance:
- Application Form
- Proof of Payment
- Copy of the certificate from the recognised National Authority
- Declaration of Conformity (DoC) from the manufacturer of the equipment
- Any other information that the Authority may deem necessary
For Standard Type Approval:
- A formal letter, addressed to the Executive Director UCC, requesting Type Approval of Equipment mentioned therein. This shall outline the Equipment Type, Brand, Model, and Manufacturer
- Application Form
- Proof of Payment
- Technical datasheet of Equipment
- A copy of a signed Manufacturer’s Authorisation (only applicable to distributors and vendors)
- Declaration of conformity from the Manufacturer
- Test reports from an accredited test laboratory
Submission process
- Submission
- Online
An application shall be made through the online portal at https://eservices.ucc.co.ug/, and all required documents shall be uploaded. Applicants must complete the account registration process.
Lead Time of Certification
- Lead time
- Typically 5-6 weeks
The typical lead time for UCC Type Approval is approximately five to six weeks. However, the actual processing time may vary depending on the completeness of the application and the authority's review process.
Validity Period
- Validity
- Permanent
A Type Approval Certificate remains valid unless it is revoked by UCC. The Commission shall nullify the validity of the Type Approval certificate upon occurrence of any of the following:
- When any submitted document is found to be fraudulent, falsified, or tampered with
- When a type-approved product is modified with respect to its brand name, product name, model number, functionality, or any other technical characteristics
- When changes to the Type Approved Equipment may affect its conformity to the applicable standards and requirements
- When the Type Approved Equipment has reached its end of life
Label Requirements for Uganda Type Approval
- Product label
- Required
- Approval mark
- Required
- E-labeling
- Allowed
All Equipment that has obtained Type Approval and is registered with the Commission for the purposes of import, sale, installation, and use in Uganda must be affixed with a Type Approval label. The label must be affixed to the Equipment or be in the form of an electronic label.
More on Labeling
The electronic label must comply with applicable regulations and contain information for the identification and tracking of the Equipment.
