Mauritius Type Approval Summary

Mauritius has emerged as an Information and Communication Technology (ICT) market that is regarded as one of the most mature, advanced, and pioneering in Africa. According to the Telecom Maturity Index (TMI) from the ITU (International Telecommunication Union), Mauritius has the highest score in Africa.

This score serves as a benchmark for digital transformation for other developing countries. Although it covers an area of only 2,040 km² and has a population of approximately 1.25 million people, Mauritius remains an attractive market for manufacturers and importers to tap into.

Before entering the Mauritian market, the first thing to understand is the compliance requirements in place there. The relevant document is called the “ICTA Type Approval Certificate.”

ICTA stands for the Information and Communication Technologies Authority. It is an independent agency with full authority to regulate the telecommunications and ICT sectors.

In this capacity, the ICTA is accountable to the government through a formal reporting mechanism to the Ministry of Technology, Communication, and Innovation. ICTA’s responsibilities within the scope of type approval include establishing technical rules and standards, conducting technical evaluations, issuing certificates, and overseeing the market.

To begin entering the pioneering ICT market in Africa, one can start by familiarizing oneself with the ICTA type approval process and requirements. This will make it easier for manufacturers and importers to market their products in Mauritius, and from there, they can begin expanding into other African markets.

Who Can Be an Applicant?

Local representative
Required

Applicants for type approval certification in Mauritius must be licensed local dealers. They may be companies or individuals who hold a valid license from the ICT Authority to sell or offer telecommunications and radiocommunications equipment.

Foreign companies wishing to market their equipment in Mauritius must partner with a registered local dealer. The local dealer will then act as their representative for all matters related to type approval.

Mauritius classifies telecommunications and radio communication equipment into seven categories (A–G), for both commercial and noncommercial use. Of these seven categories, not all are required to undergo a type approval process; only two categories of equipment for commercial use are required to do so:

  • List B: A list of ICT equipment intended for sale, display, or offer for sale or lease under a valid dealer’s license, where import authorization is contingent upon a type approval certificate.
  • List D: A list of ICT equipment intended for professional use, such as Private Mobile Radio and Maritime VHF Radio; for corporate private networks, such as outdoor access points; and for public operator networks, such as Radio Base Stations, where import authorization is contingent upon a type approval certificate and an operating license.

All equipment listed in Lists B and D must meet the technical standards set by the ICTA. The type approval certification process in Mauritius is based on the ETSI EN and IEC technical standards.

Test results from these internationally accredited laboratories must be submitted along with other required documents when applying for certification. The ICTA does not require local testing for any submitted products. All processes are conducted through paperwork or document evaluation.

In addition to Lists B and D, there is List C, which is not required to undergo the type approval process; however, dealers are required to submit a Declaration of Conformity (DoC) at the time of application. The DoC must be uploaded to the ICTA online portal before importing telecommunications products.

Paperwork Only

Mauritius does not require local testing. Applicants must submit a test report and a copy of the certificate of conformity in accordance with EU Type Testing procedures and ensure that the device bears the CE marking (to be reviewed by the ICTA in the Technical Brochure documents).

Sample Requirements

There is no local testing for applying for type approval certification in Mauritius. All of this process is paperwork, so no sample is required.

Document Requirements

When applying for type approval, the dealer must specify the following information:

  • Type of equipment
  • Make and model of equipment
  • Operating frequency
  • Technical brochure (a general description of the ICT equipment including photographs or illustrations, the operating frequencies of the equipment as well as the output power of the equipment)
  • Manufacturer’s Declaration of Conformity
  • EU-type examination certificate and its annexes as delivered by the Notified Body involved
  • Test reports

Submission process

Submission
Online

Applications to the ICT Authority for certification must be made through the ICTA Online Portal provided. All Applicants are required to register and log in to the system before submitting any application for clearance.

On the ICAT Online Portal, applicants can check the application status. ICTA will issue the certificate immediately if the documents pass the evaluation. The applicant must correct the document for resubmission if the document does not pass the evaluation
