Algeria Type Approval Summary
Algeria is one of the most dynamically growing digital markets in North Africa. Spanning an area of 2,381,741 km2 with a population of approximately 47.4 million, it is the largest country in Africa and the tenth-largest globally.
According to DataReportal, Algeria accounts for over 55.6 million active mobile connections—representing roughly 117% of the total population. Meanwhile, internet users have reached 37.8 million, equivalent to a penetration rate of 79.5%.
This makes the Algerian market attractive to manufacturers and importers. Before marketing telecommunications devices there, it is important to understand the applicable product compliance requirements. The compliance authority is known as “ARPCE.”
ARPCE stands for Autorité de Régulation de la Poste et des Communications Électroniques, translated as the Regulatory Authority for Post and Electronic Communications. It is an independent regulatory body established under national law.
ARPCE’s responsibilities regarding type approval certification in Algeria include establishing technical regulations, defining device certification procedures, evaluating technical compliance, and issuing type approval certification (homologation). Additionally, it coordinates with other agencies such as the Agence Nationale des Fréquences (ANF), which manages the spectrum.
Obtaining ARPCE type approval certification is a necessary step for marketing and selling telecommunications products in Algeria. Understanding the requirements and process from the outset will help you enter this new market smoothly and efficiently.
Who Can Be an Applicant?
- Local representative
- Required
Not all entities are eligible to apply for type approval certification in Algeria. Only a local importer or a local representative may act as the applicant.
Foreign manufacturers that wish to apply for certification must appoint a local representative to act on their behalf. The local representative will be responsible for managing the entire application process.
Application Method
- In-country testing
- No
- Paperwork only
- Yes
There are no mandatory local testing requirements for type approval certification in Algeria. The application process is based on administrative review and document evaluation.
All devices intended for distribution in Algeria must comply with the technical requirements established by ARPCE. The technical standards applicable to each telecommunications technology are based on internationally recognized standards such as ETSI EN and IEC.
Testing of the devices to be certified must be conducted by a laboratory accredited to ISO/IEC 17025. The scope of testing must cover the applicable technical requirements for the product category concerned.
Test reports must be submitted as evidence of compliance. Proof of the testing laboratory's accreditation must also be included as part of the application package. The applicant must submit these documents, together with all other required documentation, to ARPCE for evaluation.
Sample Requirements
Type approval certification in Algeria is conducted through a paperwork-based process. However, a sample may still be required for evaluation or in-country testing at the request of the National Authority.
If requested by ARPCE, the applicant must submit a product sample within five working days of the application submission date. The sample must be in proper working condition and suitable for any testing or measurements required by the Authority.
