Sierra Leone type approval

Sierra Leone Type Approval Summary

With an area of 73,252 km² and a population of approximately 8.9 million, Sierra Leone’s telecommunications market is viewed globally as a small emerging market. However, the country is known for being highly dynamic.

According to Mordor Intelligence, the market is projected to be worth approximately USD 262.5 million by 2025 and is expected to grow steadily at a CAGR of 6.53% through 2030. Sierra Leone has also begun expanding coverage to remote areas using satellite communications and testing new technologies such as 5G powered by renewable energy.

Sierra Leone’s growing digital potential makes it an attractive market for manufacturers and suppliers looking to market their telecommunications devices. The first step is to understand the applicable compliance requirements there.

The compliance requirements in Sierra Leone are known as “NatCA Type Approval.” NatCA stands for the National Communications Authority, the agency authorized to regulate all aspects of the Information and Communications Technology (ICT) sector.

The authority was established under the National Communications Authority Act and succeeded the former National Telecommunications Commission (NATCOM). In an effort to ensure consumer protection and healthy market competition, this authority ensures that every ICT device distributed and used in Sierra Leone is complies with applicable technical and regulatory requirements and does not cause harmful interference.

Compliance with these requirements is demonstrated through the issuance of a NatCA Type Approval Certificate. Understanding this certification process and its requirements will make it easier for manufacturers and suppliers to market their telecommunications products in this growing African market.

Who Can Be an Applicant?

Local representative
Not required

Under current regulations, a type approval application may be submitted by:

  • Licensed communications operators importing electronic communications equipment
  • Trading businesses or individuals importing electronic communications equipment
  • Any foreign parties, such as manufacturers or agents, that intend to import electronic communications equipment for sale in Sierra Leone

Application Method

In-country testing
No
Paperwork only
Yes

Type approval applications in Sierra Leone are divided into two schemes: Type Acceptance and Type Approval. Generally, there is no mandatory local testing for the certification. NatCA uses a paperwork or document evaluation method for every application.

Type Acceptance

The Type Acceptance scheme may be selected if the equipment the applicant wishes to certify has already obtained a certificate of conformity from a national regulatory body or a conformity assessment body recognized by NatCA. The following is a list of these regulatory bodies:

  1. Sierra Leone Standards Bureau (SLSB)
  2. Federal Communications Commission (FCC)
  3. International Organization for Standardization (ISO)
  4. European Telecommunications Standards Institute (ETSI)
  5. Institute of Electrical and Electronics Engineers (IEEE)
  6. Telecommunications Industry Association (TIA)
  7. American National Standards Institute (ANSI)
  8. Internet Engineering Task Force (IETF)
  9. Industry Canada (IC)
  10. Infocomm Development Authority of Singapore
  11. African Regional Organization for Standardization (ARSO)
  12. International Telecommunication Union—Telecommunication (ITU-T) Sector

Applicants are not required to submit a test report when using this scheme. They are only required to submit a duly signed certificate of compliance from either a national regulatory authority or a conformity assessment body.

Type Approval

This is the general type approval process. Devices must undergo testing to ensure they meet the technical standards set by the authorities.

Testing must be conducted at an accredited testing laboratory. NatCA uses standards established by the FCC and the EU. Therefore, the testing laboratories used must be accredited by those international standards bodies.

There are 20 FCC-accredited testing laboratories and 24 ETSI (EU)-accredited testing laboratories recognized by NatCA that can be used to test equipment.

The FCC Mark and ETSI Mark indicate that the equipment has been tested at one of these accredited laboratories. To submit an application, the applicant must attach a test report.

Local Testing

When evaluating the documents, if the authorities are uncertain or unsatisfied, they may request that the equipment be tested at a designated local laboratory.

Sample Requirements

If NatCA requests local testing, the applicant needs to send samples to be included with the application. The number of samples and their preparation depend on the authority’s requirements.

Document Requirements

For Type Acceptance:

  • Application Form
  • A duly signed certificate of compliance from either a national regulatory authority or a conformity assessment body
  • Declaration pf Conformity
  • Proof of payment
  • Full name and mailing address of manufacturer of a device and applicant
  • A copy of installation and operating instructions
  • A detailed technical or operational documentation
  • Power of attorney from the manufacturer of the equipment

For Type Approval:

  • Application Form
  • Product specification
  • Schematic diagram
  • Declaration of conformity by the manufacturers
  • Test reports
  • Proof of Payment

Submission process

Submission
Online and offline

The applicant must submit all required documents to NatCA for evaluation. This can be done through the online portal or by sending the documents directly to the NatCA office. Applications may be submitted through one of the following methods:

  • Using the official web portal of NatCA, accessible via the website www.natcom.govl.sl
  • By hand delivery at any of the NatCA's offices during normal office hours, addressed to the Director General
  • Sent via normal mail to the NatCA's postal address or P.O. Box 121
  • Sent via e-mail to the following address: type_approvals@natcom.govl.sl

Lead Time of Certification

Lead time
Based on NatCA estimation

NatCA is required to issue an acknowledgment of receipt for an application for type approval within five working days of the date of submission.

The acknowledgment of receipt will clearly outline the steps NatCA will take in evaluating the application. NatCA will provide an estimated timeframe for completing each aspect of the evaluation and for communicating NatCA’s decision.

Validity Period

Validity
Permanent

Type approval certificates for equipment are issued for an indefinite period, provided that no modifications are made to the approved electronic communications equipment.

The type approval modification process applies when modifications relate to health and safety, electromagnetic compatibility, or radio frequency behavior. Meanwhile, if the changes are essentially cosmetic in nature, a type approval modification is not required.
