Rwanda type approval

Rwanda Type Approval Summary

If Asia has Singapore, Africa has Rwanda. Rwanda’s telecommunications market is a highly progressive laboratory for digital innovation, strongly supported by government policies and rapid economic transformation.

Rwanda is one of the pioneers and a successful example of digital transformation in Africa. The 4G LTE network reaches more than 96% of the population, and 5G services are gradually being expanded. The country is working to strengthen regional connectivity by expanding its fiber-optic network, which connects to the East African corridor. Additionally, Rwanda has successfully established the Rwanda Space Agency and launched its first satellite.

With an area of approximately 26,338 km² and a population of 14.4 million, this “Singapore of Africa” presents an attractive opportunity for manufacturers and suppliers seeking to enter the Rwandan market. The key to entering this market is understanding the compliance requirements accepted in the country.

The type approval regime in Rwanda is commonly referred to as “RURA Type Approval.” RURA stands for the Rwanda Utilities Regulatory Authority, an independent body responsible for regulating telecommunications networks and/or services, electricity, water, waste disposal from residential or commercial premises, gas extraction and distribution, as well as the transportation of goods and people.

This authority was established under Law No. 39/2001, which was later replaced by Law No. 09/2013. RURA plays a vital role in regulating public utility services, issuing licences, monitoring compliance, and protecting consumer interests. The authority reports to the Office of the Prime Minister and coordinates with various ministries.

RURA type approval generally relies on supporting documentation such as test reports and Certificates of Conformity issued by recognized National Regulatory Authorities. Understanding the requirements and procedures for obtaining RURA type approval is essential for manufacturers and suppliers to market their equipment in Rwanda.

Applicants for type approval in Rwanda may follow one of two paths: either through Certificates of Conformity issued by recognized National Regulatory Authorities or through test reports.

Rwanda accepts equipment that has the appropriate certificates from the national regulatory authorities of other countries or from conformity assessment bodies recognized by PURA. In this process, applicants need only submit a Certificate of Conformity issued by a National Regulatory Authority or a Conformity Assessment Body to obtain PURA type approval certification.

Additionally, Rwanda also accepts applications even if the applicant does not have a Certificate of Conformity issued by a National Regulatory Authority or a Conformity Assessment Body recognized by PURA. In such cases, the applicant must conduct testing in accordance with the standards established by the authorities.

Testing laboratories must comply with the International Organization for Standardization (ISO) and International Electrotechnical Commission (ISO/IEC) 17025 standards. Alternatively, the laboratory must be certified by an accreditation body that is a member of the International Laboratory Accreditation Cooperation (ILAC).

A test report must be attached as proof that the equipment meets the technical requirements established by the authorities. In addition, other required documents are also needed to submit the application.

Local Testing

In general, in-house testing is not a required step for obtaining a PURA type approval certificate. However, if the results of the initial inspection are inconclusive or unsatisfactory, testing must be conducted at a laboratory recognized by the Regulatory Authority.

Sample Requirements

If PURA requests local testing, samples must be submitted as part of the application requirements. The applicant will be asked to send one or more sample units of the equipment for testing.

Document Requirements

By Certificate of Conformity (CoC):

  • Application Form
  • A certificate of compliance from national regulatory authority of another country or a conformity assessment body recognized by the Regulatory Authority
  • Proof of payment

By Test Report:

  • Application Form
  • Declaration of Conformity issued by the manufacturer
  • Test reports
  • Technical, physical, operational and installation information
  • Software and firmware version numbers
  • Photographs (external/internal)
  • Proof of payment

Submission process

Submission
Online

Applications for type approval certification based on a Certificate of Conformity (CoC) or test reports are processed entirely online. Applicants are required to submit all required documents through the PURA online portal.

Lead Time of Certification

Lead time
5 days and 10 days

For Certificates of Conformity (CoC):

The Regulatory Authority shall respond to the application within five business days from the date of receipt of a complete application, where the application is supported by a Certificate of Conformity (CoC) issued by a National Regulatory Authority or a recognized Conformity Assessment Body.

PURA may reject the application if it determines that the applicant does not comply with the provisions of these Regulations.

The applicant may rectify the non-compliance and submit a new type approval application, if deemed necessary.

For Test Reports:

The Regulatory Authority shall respond to the application within ten business days from the date of receipt of a complete application, where the application is supported by a test report.

PURA may reject the application if the applicant fails to comply with any applicable requirement.

However, the applicant may rectify the non-compliance and submit a new type approval application, if deemed necessary.

Validity Period

Validity
Permanent

Type approval certificates for electronic communications equipment are issued for an indefinite period, provided there are no changes to the RF specifications.

If changes to approved equipment affect the applicable standards and requirements, a new application for type approval must be submitted.
